On August 9, the European Union published Regulation (EU) No 866/2014 in its Official Journal amending Annex III, V and VI of the Cosmetics Regulation (EC) No 1223/2009, based on the opinion
of the Scientific Committee on Consumer Safety (SCCS) on four preservatives and one UV filtration formulation.
For Annex III, items 265 and 266 were added, respectively: cetyl trimethylammonium chloride, octadecyltrimethylammonium chloride and docosyltrimonium
chloride.
SCCS states that these three preservative ingredients should be limited to the maximum concentration
used.
Item 44 of Annex V is amended to read: the maximum concentration of alkyl (C12-22) trimethylammonium bromide and ammonium chloride shall not exceed 0.
1%; At the same time, item 59 was added, and the maximum concentration of citric acid and silver nitrate shall not exceed 0.
2%.
Annex VI adds item 29, nano ultraviolet filter formula triphenyl triazine can be used as a preservative and/or an active ingredient in deodorant and antiperspirant products, the maximum concentration is 0.
2%.
