Frequent power cuts lead to obstruction of production and accumulation of safety risks

Frequent power cuts lead to obstruction of production and accumulation of safety risks

On July 23, the reporter learned from the China Calcium Carbide Industry Association that the Inner Mongolia Chlor-Alkali Industry Association has sent a letter to the Calcium Carbide Association, reflecting that local calcium carbide companies have recently encountered frequent power rationing, production obstruction, and accumulation of safety risks
    .

According to incomplete statistics from the Inner Mongolia Chlor-Alkali Industry Association, from May 8th to July 18th this year, the Inner Mongolia calcium carbide industry was curtailed 53 times, with a total load limit of 174.
7 million kilowatts, affecting 53,900 tons of calcium carbide production
    .

Electricity curtailment has also added a lot of uncertainties to the development of the local calcium carbide industry.

The chlor-alkali and calcium carbide industry is in the "coal-coal mine power generation-calcium carbide-environmental protection polyvinyl chloride (PVC)-PVC deep processing" industrial chain is a state-supported project.
PVC is an important basic chemical raw material, and China's PVC production capacity accounts for 2 of the world 3.
Inner Mongolia's PVC production capacity accounts for 1/5 of the national production capacity.
The healthy development of the local chlor-alkali industry is related to the stable operation of the PVC market, local economic development and employment stability
    .

It is understood that since May this year, continuous power cuts have caused a huge impact on the production and operation of chlor-alkali and calcium carbide enterprises and related upstream and downstream enterprises in Inner Mongolia
    .

On July 6, Inner Mongolia Power Grid issued an orange warning for orderly power consumption

Electricity curtailment has also added a lot of uncertainty to the development of the calcium carbide industry, and the overall production and operation of the company is facing greater difficulties
    .

First, the limited power production of calcium carbide enterprises cannot guarantee the normal production and operation of the supporting industrial chain
    .

The PVC production process supporting calcium carbide enterprises belongs to the first-level load.

The second is that it is difficult to resume production after the calcium carbide furnace is shut down after the power limit and it is easy to cause certain safety hazards
    .

From the perspective of safety, frequent power rationing and power outages have superimposed various unpredictable safety risks, which have seriously affected the safe and stable operation of related enterprises in the upstream and downstream of the circular economy industry chain

The third is to affect the normal operation of supporting systems such as lime kiln, gas tank, and blue charcoal drying, thus posing safety hazards
    .

Shutdown or low-load operation of the calcium carbide furnace after the power cut will cause the lime kiln to frequently start and stop the kiln due to insufficient gas supply, and increase the potential safety hazards in links such as its ignition operation

Affected by multiple factors such as high temperature warning and severe power cuts in Inner Mongolia, the current operation of local chlor-alkali and calcium carbide enterprises has worsened.
Some enterprises have been forced to reduce production and operation, and subsequent large-scale equipment outages and corporate bankruptcy may occur
    .

Facing the current severe situation, the Inner Mongolia Chlor-Alkali Association has analyzed the current situation through investigation and information integration, and exchanged relevant information with enterprises.
