Article 2 The term “chemical park” as mentioned in these Measures refers to an industrial area composed of multiple related chemical enterprises or projects, guided by the development of petrochemical and chemical industries, with clear geographic boundaries and management entities, and complete infrastructure and management systems, including There are two types of specially set up chemical parks and relatively independent industrial parks or concentrated areas dominated by petrochemicals and chemicals set up in various development zones or other industrial parks

Chapter Two Basic Principles

Article 5 Scientific planning and reasonable layout

　　Chapter III Evaluation and Confirmation Conditions

　　Article 9 The assessment and confirmation of the chemical park shall include the following contents:

　　(1) In principle, the chemical park is established with the approval of the people's governments of the state, autonomous region, and league city, and the approved plans specify that the park is a professional chemical park or an economic and technological development zone, high-tech park, industrial park, or chemical cluster area with a chemical sector.

　　Article 10 Based on the above content, the "Inner Mongolia Autonomous Region Chemical Industry Park Evaluation and Accreditation Scoring Standards" (hereinafter referred to as "Scoring Standards") shall be formulated, and the planning and layout of the park, infrastructure, safety production, ecological environment protection, green development, industrial economy, and industrial economy shall be formulated.
Detailed evaluations are made in aspects such as chemical integration, and a total score of 60 points or more is a standard chemical park; among them, Article 9 (1) to (4) of the evaluation and identification conditions is mandatory.

　　(4) Industrial planning of the park and expert opinions;

　　(5) The overall safety risk assessment report and expert opinions of the park;

　　(6) The environmental impact report and review opinions of the park planning;

　　(7) Certification materials issued by relevant agencies that the distance between the production and storage devices of the enterprise in the park and the surrounding schools, hospitals, residential areas and other sensitive points meets the requirements of safety and atmospheric environmental protection distance;

　　(8) Documents issued by relevant departments that the park safety and ecological environmental protection monitoring system covers all major hazard sources and sewage outlets, and the safe disposal rate of hazardous waste is 100%;

　　(9) Park planning water resources solutions or demonstration reports and approval documents;

　　(10) The supporting situation of public infrastructure in the park

　　Article 17 The chemical park implements territorial management.

The park management agency organizes an overall safety risk assessment of the park at least once every three years, and organizes a post-evaluation of the planned environmental impact at least once every five years

The Ministry of Industry and Information Technology of the Autonomous Region, together with the eight departments of development and reform, will carry out a follow-up evaluation of the chemical parks that have been evaluated and identified every three years.
During the rectification period, in principle, no new hazardous chemical construction projects shall be introduced
