The plan includes the construction of the America Europe Connect-2 (AEC-2) submarine cable system to connect New Jersey with Ireland, Denmark and Norway

The North Atlantic Loop will include a pair of submarine cables: Celtix Connect-2 (CC-2), which crosses the Irish Sea, connecting Dublin and Blackpool, and then interconnects with the North Sea Submarine Cable System (NSC), crossing the North Sea into Newcastle and Denmark
.
The two submarine cable systems will be combined with existing infrastructure to create a ring-based network to provide connectivity to Europe, the United Kingdom and Ireland, and ultimately to the United States
