On March 1, 2018, the vice president of Rosatom and the ambassadors of Bangladesh and India to Russia signed a memorandum of understanding
in Moscow on trilateral cooperation in the construction of the Lupur nuclear power plant project in Bangladesh, according to foreign media reports on March 5.
Ruhara Group is building the Loopour Nuclear Power Plant
for the Bangladesh Atomic Energy Commission (BAEC) on a turnkey basis.
The MoU lays the foundation for cooperation between the Russian Group and relevant institutions in India and Bangladesh in the
fields of personnel training, experience exchange and advisory support.
Indian companies can participate in non-critical construction and equipment installation work as well as the supply
of materials and equipment.
India is not a member of the Nuclear Suppliers Group (NSG) and cannot be directly involved in the construction
of reactors in other countries.
Therefore, the Loopour project will be the first example of India's participation in the construction of nuclear power plants in another country
.
This MoU is based on an intergovernmental cooperation agreement
signed in November 2011.
The initial contract for the $12.
65 billion project was signed
in December 2015.
The Bangladesh Atomic Energy Regulatory Authority (BAERA) issued its first site permit for the Loupur Power Plant in June 2016, allowing preliminary site work
, including geological exploration, to commence.
The plant will include two Russian-designed VVER-1200 units, with Novovoronezh-II Unit 1 as the reference unit
.
Unit 1 poured its first tank of concrete in November 2017 and is expected to be commissioned in 2023, followed by Unit 2 in 2024
