On May 14, India's Ministry of New and Renewable Energy released a new policy to encourage new technologies involving the joint operation of wind and solar photovoltaic plants, with the goal of achieving 10 GW of wind-solar complementary system capacity
by 2022.
India announces new policy for wind-solar complementary systems
The new policy facilitates the joint operation of new hybrid projects as well as existing projects (wind or solar) and provides flexibility
for the share of wind and solar in hybrid projects.
To be considered a hybrid project
for a resource to have a rated power capacity of at least 25% of the rated power capacity of other resources.
The new policy also calls for the procurement of electricity from hybrid projects with a transparent tariff-based bidding process, for which government enterprises may tender
.
These hybrid projects can be established anywhere in the country, depending on the viability of bidders and land availability
.
On the technical side, the policy provides for the integration
of wind and solar energy at the alternating current and direct current levels.
It also allows the use of battery energy storage in hybrid projects to optimize output and further reduce variability
.
"The policy aims to promote new hybrid projects as well as the mixing
of existing wind or solar projects.
Existing wind and solar projects can be combined into higher transmission capacity, subject to the availability of existing transmission capacity
.
The Ministry of New Energy said
.
The new policy requires regulators to set the necessary standards and regulations
for wind-solar complementary systems.
The new hybrid project plan under the policy will also be realized
soon.
India has set an ambitious target of 175 GW of installed renewable energy capacity by 2022, including 100 GW of solar and 60 GW
of wind.
