Recently, Hebei Province issued the "2016 Photovoltaic Poverty Alleviation Implementation Plan" proposed that this year will focus on the implementation of photovoltaic poverty alleviation projects
in 45 national poverty alleviation and development key counties and Yantai special poverty areas.
It is planned to benefit no less than 40,000 poor people through photovoltaic poverty alleviation, build 2 million kilowatts of photovoltaic poverty alleviation power stations, and in principle, the scale of photovoltaic poverty alleviation power stations in each poor county will not exceed 50,000 kilowatts
.
The construction of photovoltaic poverty alleviation power stations in the province will adopt two modes
: proportional commercial power stations and full-scale poverty alleviation.
In the mode of matching commercial power stations, the ratio of poverty alleviation power stations and commercial power stations is 1:2.

The poverty alleviation standard of Class II resource areas with better light resources (Zhangjiakou, Chengde, Tangshan, Qinhuangdao) is 1000 people in 10,000 people in 10,000 kilowatts poverty alleviation power station, and the poverty alleviation standard in other Class III resource areas is 800 people
in 10,000 kW poverty alleviation power station.
Both types of resource area projects should implement the corresponding number of registered poor people to ensure that each person enjoys the photovoltaic poverty alleviation benefits
of 3,000 yuan per year for 20 consecutive years.
In the full-scale poverty alleviation model, each poor population corresponds to the project scale standard of 25 kilowatts, and the annual income of each person is guaranteed to be not less than 3,000 yuan for a period of 20 years
.
The implementation plan proposes to vigorously support enterprises with strong strength and good reputation to implement photovoltaic poverty alleviation projects, and encourage enterprises to build village-level power stations within 100 kilowatts and rooftop distributed power generation projects
of 5-10 kilowatts per household in rural and rural households with conditions.
Priority will be given
to projects that have been filed by the province in 2014 and 2015, are expected to be put into production before the end of this year, and meet the key implementation scope determined by the state.
