The notice pointed out that the production and marketing of key energy-using products and equipment is large, the scope of use is wide, and the total energy consumption is large, which is closely related
to daily production and life.
Improving the energy efficiency level of key energy-using products and equipment is an important measure to promote energy conservation and carbon reduction, which is conducive to achieving carbon peak and carbon neutrality, and is also conducive to improving the quality and upgrading
of the manufacturing industry 。 In order to implement the relevant deployments of the Opinions of the CPC Central Committee and the State Council on Complete, Accurate and Comprehensive Implementation of the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality, the Action Plan for Peaking Carbon Emissions before 2030 and the Comprehensive Work Plan for Energy Conservation and Emission Reduction in the 14th Five-Year Plan, guide producers to improve their technical and technological levels, urge users to accelerate the elimination of backward equipment, and encourage consumers to expand their consumption of green products, relevant aspects of business issued the Advanced Energy Efficiency Level, Energy Saving Level and Access Level of Key Energy-using Products and Equipment (2022 Edition)

According to the notice, with reference to the current mandatory national standards for energy efficiency of relevant key energy-using products and equipment, comprehensively considering the technical level and development stage of relevant industries in China, benchmarking the advanced energy efficiency level of similar products and equipment at home and abroad, the energy efficiency level of relevant products and equipment is divided into three levels
: advanced level, energy saving level and access level.

The access level is the minimum energy efficiency level threshold for relevant products and equipment to enter the market, and the value is consistent with
the current limit value of relevant energy efficiency standards.

The energy-saving level is not lower than the current energy efficiency level 2, which is more in line with the requirements of energy conservation and carbon reduction compared with the energy efficiency access level products and equipment, and can be converted into the next stage of access within
3 to 5 years.

The advanced level is not lower than energy efficiency level 1, which is the advanced energy efficiency level
that can be reached by the current related products and equipment.

According to the notice, the energy efficiency test methods of key energy-using products and equipment are the test methods of the corresponding national standards, and the coverage will be adjusted and supplemented
in a timely manner according to the needs of energy conservation and carbon reduction.
The advanced level, energy-saving level and access level of energy efficiency of key energy-using products and equipment will also be adjusted in a timely manner according to the technological progress of the industry and the revision of energy efficiency standards, and continue to promote the improvement
of energy efficiency of key energy-using products and equipment.

The notice pointed out that the government's green procurement related policies should be improved and the scope of
green procurement products expanded.
Incorporate energy-saving products into a unified green product system, and accelerate the establishment of a unified green product identification, certification and credit acceptance system

State-owned enterprises should strengthen the energy efficiency management of the industrial chain and supply chain, take the lead in implementing the green procurement guidelines for enterprises, strengthen the energy efficiency constraints in procurement, and actively purchase products and equipment
with advanced energy efficiency.

Encourage retail enterprises and e-commerce platforms to guide consumers to give priority to purchasing products and equipment
with advanced energy efficiency by setting up product zones, adding exclusive logos, and issuing green coupons.

Implement preferential policies for enterprise income tax for special equipment for energy conservation and water saving, encourage enterprises to give priority to products and equipment with advanced energy efficiency, and carry out energy-saving and carbon-reduction transformation

Support the proportion of
products and equipment that improve the advanced level of energy efficiency, such as green buildings, ultra-low energy consumption, near-zero energy buildings and major transportation infrastructure.

When introducing relevant policies and measures to promote consumption, all localities should adhere to the green and low-carbon orientation, encourage the use of subsidies, trade-ins, points rewards and other methods to guide residents to purchase products and equipment with advanced energy efficiency, and in principle, subsidies must not be given to products and equipment with energy efficiency lower than the energy-saving level

The five departments also require that the competent departments of energy conservation at all levels should strictly review energy conservation, and enterprises shall not purchase and use products and equipment with energy efficiency lower than the access level for new construction, reconstruction and expansion projects, new projects with an annual energy consumption of 10,000 tons of standard coal and above, and projects that have received financial support such as investment from the central budget, and their main energy-using products and equipment shall not purchase products and equipment with energy efficiency lower than the energy-saving level in principle, and give priority to the procurement of products and equipment
with energy efficiency reaching the advanced level.

Market supervision departments at all levels should strengthen quality supervision, prohibit the production and sale of products and equipment with energy efficiency below the access level in accordance with laws and regulations, and severely crack down on false publicity of energy efficiency levels

The competent departments of energy conservation at all levels, industry and information technology should strengthen the supervision of energy conservation, guide the key energy use to carry out the replacement and transformation and upgrading of key products and equipment, and urge enterprises to eliminate old and backward products and equipment
in accordance with laws and regulations.

In addition, the notice proposes to increase the support of investment in energy-efficient products and related parts manufacturing projects within the central budget

Strengthen green finance support, and encourage financial institutions to provide credit support
for relevant enterprises to develop and manufacture energy-efficient products and equipment.
Encourage key energy-using products and equipment-related industrial agglomeration areas to research and formulate targeted policies, comprehensively use price, investment, finance and other measures, increase support for relevant enterprises, guide and support enterprises to actively implement technological process upgrades, and improve product energy efficiency
