【Chemical Machinery and Equipment Network Policies and Regulations】In order to standardize the verification of key emission carbon emission accounting reports in the power generation industry, improve the quality of carbon emission data, and improve the long-term mechanism of data quality management in the national carbon emission trading market, the Ministry of Ecology and Environment organized and compiled the "Guidelines for Enterprise Greenhouse Gas Emission Accounting Methods and Reports Power Generation Facilities" and "Technical Guidelines for Enterprise Greenhouse Gas Emissions Verification Technical Guidelines for Power Generation Facilities", which are now open for comments
    .

Corporate Greenhouse Gas Emissions Accounting Methods and Reporting Guide Power Generation Facilities

In order to further improve the quality of data on key emissions and enhance the scientificity, rationality and operability of relevant systems and norms, the Department of Climate Change of the Ministry of Ecology and Environment organized the revision of the "Guidelines for Accounting Methods and Reporting of Enterprise Greenhouse Gas Emissions for Power Generation Facilities
    ".
On the basis of organizing relevant departments, industry associations, local ecological and environmental departments, key emissions and experts to participate in the research, the "Guidelines for Enterprise Greenhouse Gas Emission Accounting Methods and Reporting Power Generation Facilities"
    was revised.
This revision will further standardize the preparation and revision requirements of data quality control plans, and standardize data and information storage requirements; Strengthen the process management of key parameters, reasonably compress the accounting technology chain, scientifically simplify the method of obtaining parameters, and improve accounting efficiency
    .

The content of this guide refers to the determination method of total moisture in GB/T 211 coal; GB/T 212 Industrial analysis methods for coal; GB/T 213 Calorific determination method for coal; GB/T 214 Determination method of total sulfur in coal; GB/T 474 Preparation method of coal sample; GB/T 475 Manual adoption method for commercial coal samples; GB/T 476 Methods for determination of carbon and hydrogen in coal; GB/T 483 General provisions for test methods for coal analysis; GB/T 2589 General rules for comprehensive energy consumption calculation; GB/T 4754 Classification of industries in the national economy; GB/T 8984 Determination of carbon monoxide, carbon dioxide and hydrocarbons in gases - Preparation of regulations such as gas chromatography
    .

The accounting and reporting guidelines are divided into a main body and an appendix
    .
The text includes 14 chapters, which clarify the scope of application of the guidelines, normative reference documents, terms and definitions, working procedures and content, accounting boundaries and emission source determination, fossil fuel combustion emission accounting requirements, purchased electricity emission accounting requirements, emission calculation, production data accounting requirements, data quality control plans, data quality management requirements, periodic reporting requirements, monthly information storage support materials requirements and information disclosure requirements
。 The appendix includes five items, which specify the default values of commonly used fossil fuel-related parameters, data quality control plan requirements, reporting content and format requirements, greenhouse gas key emission information disclosure forms, and calculation methods
for other relevant parameters of reporting items.

These guidelines specify greenhouse gas emission accounting boundaries and emission sources for power generation facilities, accounting requirements for emissions from fossil fuel combustion, accounting requirements for emissions from purchased electricity, emission calculation, production data accounting requirements, data quality control plans, data quality management requirements, periodic reporting requirements and information disclosure requirements
    .

This guideline is applicable to the accounting of greenhouse gas emissions from power generation facilities such as coal, fuel oil and gas that use fossil fuels such as coal, fuel oil and gas and pure condensing generating units and cogeneration units mixed with fossil fuels in the power generation industry included in the national carbon emissions trading market
    .
Other greenhouse gas emissions accounting of power generation facilities of enterprises not included in the national carbon emissions trading market can refer to this guide.

This guideline does not apply to GHG emission accounting for power generation facilities that use non-fossil fuels (e.
    g.
pure waste incineration power generation, biogas power generation, pure biomass generator sets such as straw forest wood, waste heat, residual pressure, waste gas generator sets and landfill gas generator sets, etc
    .
    ).

Technical Guide for Verifying Corporate Greenhouse Gas Emissions Generation Facilities

The existing Guidelines for the Verification of Corporate Greenhouse Gas Emissions Reporting (Trial) are general guidelines that stipulate verification processes, principles, and general verification methods and points applicable to all industries, and do not combine the production characteristics of
    power generation enterprises.
In view of the above problems, it is necessary to give the verification methods and key points of specific parameters of the power generation industry, and issue industry verification technical guidelines on the basis of the general verification guidelines, so as to effectively improve the quality of verification work, unify the understanding of the accounting guidelines by the inspectors, and improve the verification skills
    of the inspectors.

    This guide consists of
    a body and an appendix.
The main text includes seven parts, namely the scope of application, terms and definitions, verification principles and basis, verification procedures, verification content and points, verification review, information disclosure, and the attachments include verification work flow charts, verification report templates and technical service agency information disclosure forms
    .

The first part, "Scope of Application", clarifies that this document is applicable to the verification of greenhouse gas emission reports and related data of power generation facilities by the inspectors of the inspection body
    .

The second section, "Terms and Definitions", defines related terms
    .

The third part, "Verification Principles and Basis", clarifies that the main basis is the "Guidelines for the Verification of Corporate Greenhouse Gas Emissions Reporting (Trial)" and the "Guidelines for Accounting Methods and Reporting of Corporate Greenhouse Gas Emissions for Power Generation Facilities"
    .

Part IV, "Verification Procedures", sets out the verification workflow
    of the verification body.

The fifth part, "Verification Content and Key Points", clarifies that the verification agency shall verify the basic situation of key emissions, accounting boundaries, accounting methods, accounting data, quality assurance and document archiving, data quality control plan and implementation, and other contents where power generation facilities are located, and gives verification points and methods
    respectively.
According to the accounting boundary and key accounting data, four specific verification methods are listed: check, question, look and test, and the reasonable value range or experience judgment and precautions
    during verification are given.

Part VI, "Verification and Review", clarifies the procedures and methods
    of verification and review.

Part VII, "Information Disclosure", clarifies the information that needs to be disclosed and the requirements
    .

Appendix 1 "Verification Work Flow Chart", which provides supplementary instructions on verification procedures and processes by means of flow
    charts.

Appendix 2 "Template for Verification Report" clarifies the template for verification reports to facilitate inspectors to prepare verification reports
for power generation facilities in a uniform format.

Appendix 3 "Information Disclosure Form for Technical Service Organizations" clarifies the specific information and content
that technical service organizations need to disclose.

This document is applicable to the verification
of greenhouse gas emissions and related data of power generation facilities organized by the provincial ecological and environmental authorities for key emission reports in the national carbon emission trading market.
    This document stipulates
the principles, basis, procedures, contents and main points of verification, review, information disclosure, etc.

The verification of greenhouse gas emission reports of other power generation facilities not included in the national carbon market, the verification of greenhouse gas emission reports of power generation facilities in the pilot carbon emission trading market, and the verification of greenhouse gas emission reports of power generation facilities based on scientific research and other purposes can be carried out
    with reference to this document.
