Guangxi plans to set access conditions for new petrochemical and chemical projects

Recently, the official website of the Department of Industry and Information Technology of Guangxi Zhuang Autonomous Region published the "Guangxi New Petrochemical and Chemical Project Access Conditions (Trial) (Draft for Comment)", which aims to improve the intrinsic safety level of the petrochemical and chemical industries in the region from the source, and strictly build new projects.

According to the draft for comments, there are 15 requirements for access conditions, including 5 for basic requirements, safety requirements, and environmental protection requirements

Guangxi's newly-built petrochemical and chemical production projects must enter the chemical parks that have passed the certification and are not classified as Class A and Class B in safety risk assessment

Enterprises identified as key chemical control points are allowed to construct optimized product structure, safety hazard rectification, environmental pollution control, energy-saving and carbon-reduction, intelligent, and information technology transformation projects, provided that they comply with relevant regulations.

Newly-built petrochemical and chemical production projects shall not involve the elimination of outdated process technology and equipment as stipulated in relevant notices and announcements

The production technology used should be of legal origin, safe and reliable

For new petrochemical and chemical production projects that involve “two priorities and one major”, a joint assessment of safety risk prevention and control should be carried out before the project is established

For the intermittent and semi-batch reactions involving key-supervised hazardous chemical processes and metal-organic synthesis reactions (including Grignard reactions), the reaction safety risk assessment shall be carried out before the project safety conditions review; involving nitrification, chlorination, fluorination, and diazonium If the five types of chemical and peroxide are under the supervision of hazardous chemical processes, the entire process reaction safety risk assessment shall be completed

The pollutant discharge of new petrochemical and chemical production projects must meet both the pollutant discharge standards and the total control requirements of major pollutants

No new petrochemical and chemical production projects are allowed in chemical parks with imperfect environmental protection infrastructure, or enterprises whose environmental protection facilities cannot operate stably for a long time are not allowed to construct reconstruction and expansion projects that involve expanding the production capacity of their installations

According to the preparation instructions, the main raw and auxiliary materials and the final products referred to in the access conditions are chemicals, and the production process has chemical reactions in the production projects
