Gazprom (Gazprom) announced on September 27 that it informed the secretariat of the International Court of Arbitration of the International Chamber of Commerce and the head of the State Oil and Gas Company of Ukraine (Ukraine) on the same day that it rejected all the requests initiated by the State Oil and Gas Company of Ukraine regarding the transit of Russian gas through Europe, and Gazprom stressed that it would not pay for services not provided by
the Ukrainian side.
The announcement states that the State Oil and Gas Company of Ukraine, without proper justification, refuses to fulfill its transit obligations through the Sokhlanovka metering station, and the fact of non-fulfillment of services itself has been recognized
by Ukrainian companies.
According to the agreement of December 30, 2019, even if the Ukrainian National Oil and Gas Corporation claims that there is force majeure in Ukraine, as long as the Ukrainian side does not perform its contractual obligations, the Russian side does not have to pay the payment
.
Gazprom also stressed that the 2019 agreement was concluded in accordance with Swedish law, and the place to resolve the dispute between the two sides is Zurich, Switzerland, but due to the implementation of a large number of anti-Russian sanctions, Sweden and Switzerland have been included in the category of countries that are not friendly to Russia, in which case the Gazprom case cannot be tried
fairly and impartially.
Gazprom believes that the filing of the appeal by Ukraine's national oil and gas company is an unfriendly step and that the Ukrainian side is trying to seek consideration by the international arbitration court that the dispute may lead to the Russian government having good grounds to impose sanctions
on Ukraine's national oil and gas company.
Gazprom said that once Ukraine's national oil and gas company is sanctioned, Gazprom will not be able to conduct any business with it for the contracts it has signed, including financial operations
