Specifically, the key areas of photovoltaic power generation and wind power are divided into one and two categories according to the severity of the current problems, and the guaranteed acquisition hour standards are different in various places, of which the highest threshold for photovoltaic power generation is 1500 hours and the lowest is 1300 hours; Wind power is up to 2,000 hours and as low as 1,800 hours

Taking Ningxia, Jiayuguan in Gansu and Karamay in Xinjiang as examples, according to the Circular, the number of guaranteed purchase hours is 1,500 hours, which means that if the usage is lower than this amount, the government must buy electricity to support new energy power generation enterprises

"This measure is equivalent to 'bottom up', solving the problem that photovoltaic and wind power cannot be absorbed in some areas, which is conducive to reducing the phenomenon of abandoning wind and light in a short period of time," said Lin Boqiang, director of the China Energy Economy Research Center at Xiamen University.
