New York Governor Andrew Cuomo said this week that New York State utilities and partners will explore offshore wind transmission options, with a focus on large-scale projects
in Europe.
The study, which is expected to take place in the autumn, aims to learn
from different transmission systems and grid interconnection models in Europe.
It will be led by the New York Power Authority and will conduct initial studies
in collaboration with New York Independent System Operators, the New York State Energy Research and Development Authority, Con Edison, the Long Island Electric Authority and others.
The study is in support of Cuomo's goal of 2,400 megawatts of offshore wind in New York State by 2030 and the state's goal
of 50 percent of its electricity coming from renewable sources by 2030.
In July, the New York State Public Service Commission authorized the release of Phase 1 calls for projects for 800 MW of offshore wind in 2018 and 2019
.
According to the announcement, the study will allow the state to apply European learning to the second phase of procurement

According to the New York State Offshore Wind Master Plan, transmission costs could account for up to 30%
of the total cost of offshore wind development.
