It is understood that from September 29, 2022, the "People's Republic of China Agricultural Products Import Tariff Quota Certificate", "People's Republic of China Chemical Fertilizer Import Tariff Quota Certificate", "Tariff with Additional Preferential Tariff Rate Import Cotton Quota Certificate" electronic data and customs declaration form electronic data network verification
will be implemented nationwide.

From the date of the pilot, the Ministry of Commerce will issue an electronic quota certificate for the newly approved fertilizer import tariff quota for the current year and transmit the electronic data to the customs

Enterprises use the electronic quota certificate to go through the import formalities with the customs, and the customs calls the electronic data of the quota certificate and the electronic data of the customs declaration form for comparison and verification
