Currently ECHA (European Chemicals Agency) cannot use copyrighted biocide product authorization data for EU REACH authorization applications, or send it to the European Food Safety Authority (EFSA) for approval of pesticide active substances, which actually hinders implementation of "one substance, one assessment"
