Create digital transformation samples around 100 industry segments – helping SMEs move towards specialization

Recently, the Ministry of Industry and Information Technology and the Ministry of Finance jointly issued the "Notice on Carrying out the Pilot Work of Financial Support for the Digital Transformation of Small and Medium-sized Enterprises", which proposes that from 2022 to 2025, the central financial plan will support local governments to carry out digital transformation pilots for small and medium-sized enterprises in three batches, create a number of miniaturized, fast, lightweight and precise digital system solutions and products, and form a number of replicable and generalizable digital transformation typical models

"The core idea of the policy is to promote small and medium-sized enterprises to embrace digitalization and take the initiative to transform by supporting local governments to carry out digital transformation pilots, and further move towards
the ranks of 'specialization, specialization and innovation'.

Studies have pointed out that 89% of SMEs are in the exploration stage of digital transformation, and only 3% are in the stage of
deep application.

"From the current situation, the high cost of customized transformation programs for small and medium-sized enterprises and the long return on investment cycle have led to many enterprises being afraid of difficulties

Lu Chuncong, president of the China Industrial Internet Research Institute, said that the policy proposes to mobilize the enthusiasm of the three parties in accordance with the idea of "the government makes up a little, the platform lets a little, and the enterprise comes out a little", and explores ways for small and medium-sized enterprises to pay service fees with transformation benefits to reduce the transformation cost of
enterprises.

The "Notice" proposes to support about 300 public service platforms around 100 sub-sectors and build 4,000 to 6,000 "small lighthouse" enterprises as digital transformation samples

"The policy aims to create a pilot sample, requiring service providers to explore the formation of engineering sample contracts and operational specifications that can meet the common and individual needs of small and medium-sized enterprises, and clarify inputs and outputs, which not only lays a good foundation for replication and promotion, but also allows small and medium-sized enterprises to have a record
of digital transformation investment.

It is understood that the central government will arrange reward and compensation funds
for the service platform that completes the transformation goal.
