Recently, the "Implementation Rules for the Construction Standards and Certification Management of Chemical Industry Parks in Yunnan Province (Trial)" has been openly solicited for comments and suggestions, explaining the construction standards, park application, park identification and park management of chemical parks
.
For chemical parks that have passed the identification, a self-assessment will be conducted within two years from the date of identification (subject to the time of the joint issuance of documents) according to the "Chemical Park Safety Risk Investigation and Management Checklist".
Based on the evaluation results, the chemical industry park will be reviewed and disposed of according to the four levels of A, B, C, and D in the "Guidelines for Safety Risk Investigation and Management of the Chemical Industry Park"
.
For chemical parks with a safety risk level of Class A, stop the construction of chemical projects and the production of hazardous chemicals, order them to rectify and improve within a time limit, effectively reduce safety risks, and cancel the qualification of chemical parks if they still do not meet the requirements after rectification;
For chemical parks with a safety risk level of Class B, new, renovated, and expanded hazardous chemical construction projects are restricted and rectification is carried out within the time limit.
If the rectification still fails to meet the requirements, the qualification of chemical parks will be cancelled;
Increase policy support for chemical parks with a safety risk level of
D.
If the chemical park needs to be expanded, the review result should reach Class D, the main business income of the chemical industry is more than 70%, and the land utilization rate is more than 90%.
District application
.
For chemical parks whose review results have reached Class A and B, especially those chemical parks with long-term land occupation quotas and low levels of development, they will limit new land quotas and issue warnings
.
