In response to China's rapid rise in the submarine cable market, Japan intends to provide assistance
to companies exporting submarine cables.
Although Japanese, American and European companies dominate the market in almost these core components of the communications infrastructure, with the rising Chinese market, the "three-point world situation is beginning to waver"
.
Led by the Ministry of the Interior and Communications, the Japanese government plans to develop an "overseas expansion action plan" as early as this spring, covering areas such as
telecommunications infrastructure exports.
The plan will include specific policies
to support submarine cable exports.
At present, the core of the new policy may be the establishment of a system that enables private companies such as NEC, NTT Telecommunications and KDDI to obtain investment and financing from public and private funds for overseas development
of Japan's ICT and Postal Service (JICT).
In addition, these policies will utilize the form of compensation provided by the Japan Export and Investment Insurance Corporation, which is fully funded by the Japanese government, to ensure that Japanese companies are not reluctant to export and other similar troubles
due to concerns about non-payment from partner countries or other countries.
99% of the world's communications and data are transmitted over submarine
cables.
Currently, there are about 400 submarine cables in the world, with an estimated total length of more than 1.
2 million kilometers, or enough to circle the earth 30 times
.
The submarine cable network was mainly created by three telecom equipment manufacturers: NEC in Japan, SubCom LLC in the United States and Alcatel Submarine Network
in France.
