There are 1147 general control units, which mainly refer to other areas except priority protection units and key control units.

Focus on strengthening the management and control of chemical parks

The park economy is a major feature and highlight of Jiangsu's economy.

Specific to the chemical industry, Li Qiang, deputy director of the Jiangsu Provincial Department of Industry and Information Technology, introduced that since the end of 2016, Jiangsu Province has successively carried out 263 “reduction”, “four batches” of chemical enterprises, and improvement of safety and environmental protection in the chemical industry.

In 2016, Jiangsu Province banned the construction or expansion of chemical parks along the Yangtze River, and no new reconstruction or expansion of chemical projects was allowed outside of the compliant chemical parks.

"The'three-line, one-order' ecological environment zoning management and control plan released now is a powerful starting point to promote the improvement of our province's chemical industry and the high-quality development of the chemical industry.

Li Qiang said that the chemical park is one of the key management and control units specified in the plan.

Speed ​​up the upgrading of traditional industries

The "Plan" clarifies that by 2025, the quality of the province's ecological environment will continue to improve, the industrial structure will continue to be adjusted and optimized, and the level of modernization of the ecological environment governance system and governance capabilities will be significantly improved.

In recent years, Jiangsu has carried out many aspects of work in shifting mode, adjusting structure and optimizing layout, and upgrading industrial energy level.

Among them, the industrial layout planning and the optimization and promotion of the development of key industries, accelerated the guidance of the orderly upgrading and transfer of production capacity along the river to the coast, the integration of Shenghong refining and chemical, and Sinochem's high-end fine chemical projects have been steadily advancing; the energy development structure has been continuously optimized, and the province's coal consumption The total amount dropped by more than 26 million tons from 2016, the proportion of primary energy consumption dropped to about 60%, the proportion of non-fossil energy consumption reached 10.

Gao Qing said that in the next step, Jiangsu will adhere to the principles of total volume reduction, inventory transformation, and energy reversal, speed up the upgrading of traditional industries, and focus on promoting the orderly upgrading of petrochemical and other heavy chemical industries from the river to the coast.

Zhu Yimin, deputy director of the Jiangsu Provincial Department of Commerce, also stated that he will earnestly implement the "three lines and one single" ecological environment zoning management and control plan, continue to promote the province's economic development zones to accelerate the adjustment and optimization of the industrial structure, and encourage and support the industrial parks and development zones to become more refined and stronger.
