In order to severely crack down on all kinds of illegal and criminal acts that disrupt the order of the refined oil market, eliminate potential safety hazards, create a fair market environment, and promote the healthy and orderly development of the refined oil market in Bahrain's Left Banner, in accordance with the provisions of the "Law of the People's Republic of China on Work Safety", "Criminal Law of the People's Republic of China", "Regulations on the Safety Management of Dangerous Chemicals", "Law of the People's Republic of China on the Administration of Public Security Penalties" and other laws and regulations, it has been decided to crack down on illegal operations, illegal storage, and other laws and regulations in the whole banner.
The special rectification action for illegal transportation of refined oil products and other illegal and criminal acts is hereby notified as follows:

1.
The refined oil referred to in this circular refers to gasoline, kerosene, diesel and other ethanol gasoline and biodiesel substitute fuels
that meet national product quality standards and have the same purpose.

II.
Severely crack down on the targets of rectification

1.
Operating black gas stations and black gas dens without a license;

2.
Black refining (blending) oil dens;

3.
Illegal storage of refined oil dens;

4.
Illegally set up self-prepared refueling tanks;

5.
Illegal mobile refueling trucks;

6.
Engaging in illegal acts of transporting refined oil products without obtaining a road transport permit for dangerous goods;

III.
All kinds of enterprises and individuals who carry out the above-mentioned illegal and criminal acts should immediately stop the illegal and criminal acts, and those who take the initiative to stop the illegal and criminal acts and promptly come to the case to explain the situation shall be given a lenient punishment
in accordance with law.

Fourth, the broad masses of the people should consciously resist the illegal operation, illegal storage, illegal transportation of refined oil products illegal and criminal acts, away from the safety hazards brought about by the above acts
