Chengdu releases a work plan to promote the replacement of low (non) volatile organic compounds raw and auxiliary materials for industrial enterprises

In order to implement the rectification and reform of the feedback from the provincial eco-environmental protection inspectors, we will further promote the replacement of raw and auxiliary materials with low (no) volatile organic compounds in industrial enterprises, and promote the green development of the industry

According to the requirements of the document, the district (city) and county governments and relevant municipal departments will vigorously promote 77 provincial-level key enterprises and more than 3,700 provincial-level key enterprises and more than 3,700 provincial-level key enterprises in accordance with the principle of “disposal according to classification and replacement of all” through methods such as “demonstration and guidance, and enforcement of the law”.

By the end of June 2022, the replacement ratio of low (no) volatile coatings in the furniture manufacturing industry of the city will reach more than 60%, and the replacement ratio of water-based adhesives will reach 100%

Before the end of July 2021, each district (city) and county will formulate a regional work promotion plan based on the list of provincial key enterprises and the city's furniture manufacturing enterprises, clarifying work tasks, division of responsibilities and completion time limits

Before the end of August 2021, all districts (cities) and counties will organize and complete the self-examination and self-reformation of low (no) VOCs raw and auxiliary materials substitution by industrial enterprises listed in the list, focusing on self-examination of the establishment of raw and auxiliary materials, raw and auxiliary materials Use amount, low (no) VOCs raw and auxiliary materials replacement ratio, etc.

(2) Implement classified disposal

For industrial enterprises whose self-inspection has reached the replacement ratio, continue to provide enterprise tracking services, supervise and urge industrial enterprises to establish and improve VOCs raw and auxiliary material accounts, and conduct random inspections to ensure that the replacement ratio of low (no) VOCs raw and auxiliary materials is stably achieved

For industrial enterprises that have started to replace raw and auxiliary materials with low (no) VOCs but have not yet reached the replacement ratio, they must strictly follow the time node and replacement goals, and urge enterprises to directly replace raw and auxiliary materials, eliminate outdated process equipment, or implement technological transformations, etc.

For industrial enterprises that have not started to replace low (no) VOCs raw and auxiliary materials or are slow to promote, they must cooperate with industry experts to provide scientific guidance, accelerate the pace of advancement, and ensure that the tasks are fully completed within the prescribed time limit

If it is confirmed that the process conditions cannot be replaced or the product quality and the market are affected after the replacement, the enterprise shall be urged to carry out enterprise self-evaluation and third-party evaluation, form an evaluation report, and submit a written application to local economic trust, ecological environment, and market supervision.

(3) Strengthen law enforcement

Eco-environmental departments at all levels strengthen the law enforcement work on the use of low-VOCs content paints in industrial coating companies, investigate and deal with the failure to establish or save ledger accounts or falsification of ledger data in accordance with the law; and replace the ratio of low (no) VOCs raw and auxiliary materials Incorporate into the evaluation indicators for green performance development of key industries and enterprises, and rectify within a specified time limit for the requirements of not using low-VOCs content coatings, and investigate and deal with those that still fail to meet the standards after the rectification

Market supervision departments at all levels conduct supervision and random inspections on the production and sales of coatings, adhesives and other products containing VOCs, and strictly investigate and deal with units that have unqualified product quality in accordance with the law

(4) Demonstration, leading and promotion

All districts (cities) and counties should focus on enterprises with large VOCs emissions, obvious industrial characteristics, high substitution rate of low (no) VOCs raw and auxiliary materials, and good governance foundation, and encourage the creation of pilot demonstration enterprises for low (no) VOCs raw and auxiliary materials substitution.

Work requirements

(1) Strengthen organizational leadership

Each district (city) and county government (management committee) is the main body of responsibility for this work.
It is necessary to immediately formulate specific implementation plans and plans, clarify the division of responsibilities, and on the basis of a comprehensive understanding of the basic figures, timely decompose and implement the objectives to the towns and towns, and clearly To specific enterprises, achieve the "three implementations" of responsibilities, measures and time.
Before July 30, submit the work promotion plan to the Office of the Chengdu Industrial Economic Work Leading Group.
At the same time, starting from August, submit the work before the 20th of each month.

(2) Clear division of responsibilities

The Department of Economics and Information Technology is responsible for taking the lead in the replacement of low (non-) VOCs raw and auxiliary materials in key industries, decomposing target tasks, establishing work accounts, and promoting the smooth progress of the replacement work

The ecological and environmental protection department is responsible for strengthening law enforcement work, establishing law enforcement accounts, and investigating and punishing industrial coating companies that do not use low-volatile organic compound coatings or have not established and kept accounts in accordance with the law

The market supervision department is responsible for supervising and spot-checking the production and sales of coatings, adhesives and other products containing VOCs, establishing law enforcement accounts, and investigating and punishing units that have unqualified product quality and provide false test reports in accordance with the law

(3) Strengthen target assessment

Incorporate the replacement of low (no) VOCs raw and auxiliary materials of industrial enterprises in key industries into the rectification content of the provincial environmental protection inspection, strengthen daily follow-up inspection, establish a monthly account system, and ensure the replacement of low (no) VOCs raw and auxiliary materials for industrial enterprises in key industries Smooth progress, complete various tasks on schedule
