Under legislation recently signed by California Governor Jerry Brown, California has set a goal

Brown positioned California as a global leader in efforts to reduce greenhouse gas emissions and approved the measure as he prepares to approve the measure
at a summit of climate change leaders from around the world in San Francisco.
The renewable energy measure would require California utilities to get 60 percent of their energy from wind, solar and other specified renewable energy sources by 2030, which is 10 percent
higher than current targets.
By 2045, California's goal is to use only carbon-free sources for electricity generation

At the moment this is only a goal, and there is no authorization or punishment
