California passed the first U.
S.
legislation on recycled plastic bottle content standards: Effective January 1, 2021, all California Refund Value (California RefundValue) plastic beverage containers in California must use at least 15 percent recycled material
.
California's ultimate goal, by 2030, is that all plastic bottles must be made of 50 percent recycled material, which would exceed the EU requirement of 30 percent and become the world's highest recyclable material requirement
.
The bill was originally signed by Governor Gavin Newsom in September 2020
.
Under the bill, all bottled water, soda, and sports drinks in plastic bottles sold in California, regardless of where they originate, must meet recycled content standards or manufacturers face fines that will be deposited into the country's increased recycling Penalty account to support the collection and processing of plastic beverage bottles
.
The California Department of Resource Recovery and Recycling said it will impose fines of $0.
20 per pound per year on manufacturers, depending on how much the manufacturer deviates from the standard
.
This legislation will increase the demand for recycled plastics, which will increase the value of plastic materials used in recycling centers, thereby reducing the economic burden
.
