The notice clarifies that communication infrastructure is included in the overall planning of urban and rural construction, and new construction projects such as municipal projects, residential areas, commercial areas, and underground comprehensive pipe corridors must be planned, constructed and accepted simultaneously with communication infrastructure supporting facilities; Accelerate the construction of high-speed broadband networks, promote the upgrading of optical fiber broadband networks in urban areas and broadband networks in rural areas, accelerate the construction of wireless broadband networks, and promote the integration of "three networks"; Implement the joint construction and sharing of broadband infrastructure, and accelerate resource integration and sharing transformation; Effectively promote the opening of resources and intensively build hybrid base stations; Promote broadband network speed up and fee reduction, and improve the level of

By the end of 2017, Tongling City will achieve the completion of fiber optic transformation in all copper cable access communities, all urban households have 100M optical fiber access capacity, the average broadband access rate exceeds 30M, more than 95% of administrative villages have optical fiber, more than 95% of rural households have 20M optical fiber access capacity, 4G network fully covers urban and rural areas, and the population penetration rate of 3G/4G mobile phones reaches 65%.
