The "Report" believes that the results of loose coal treatment between 2015 and 2022 are remarkable, and by the end of 2021, China's loose coal consumption has been reduced by about 440 million tons, down 58.

It is understood that the serious smog pollution in the heating season in northern China in 2013 made environmental governance a focus issue, of which scattered burning coal was pushed to the treatment outlet

According to preliminary estimates, the total consumption of loose coal in 2015 was about 750 million tons, the proportion of industrial loose coal accounted for more than 60%, and the civilian loose coal was scattered, making it difficult to manage

After years of tackling tough actions, thanks to the efficient implementation of policies, a large amount of investment by the central government, and the establishment of an environmental protection inspection system, the consumption of loose coal has dropped significantly

Industrial loose coal achieved rapid decline, of which the amount of loose coal used in small kilns in the building materials industry fell by about 76%, and the amount of loose coal used in small industrial boilers fell by about 80%.
Civil loose coal has steadily declined
with the clean heating transformation in the northern region that began in 2017.
By 2021, the clean heating rate in the northern region will exceed the planned target, and the amount of loose coal used by civil use will drop by about 32%

Considering the continuous deepening of the treatment of loose coal in key areas, the structure and distribution of bulk coal consumption are also changing

The "Report" believes that the treatment of loose coal has changed from mainly in the industrial field to mainly in the civilian field

At the same time, the focus of loose coal treatment in the industrial and civilian fields is shifting to non-key areas, first of all, small industrial boilers are mainly distributed in the northeast and Inner Mongolia Autonomous Region, followed by East China and Northwest China, while the northern clean heating transformation is expanding
to the northeast and northwest regions.
From the perspective of the consumption structure of loose coal, the future reduction of loose coal mainly comes from the civilian sector
.
It should be noted that the treatment of civil loose coal, especially clean heating, also faces challenges
such as complex economic problems and supporting policies to be improved.
The "Report" found that in some clean heating pilot areas, there has been a phenomenon of "reducing room temperature and reducing expenditure", that is, residents have lowered the room temperature in order to reduce expenses, and the economic problem of clean heating has become more prominent and needs to be solved
urgently.
In addition, in the face of the trend of clean heating of renewable energy in rural areas and the electrification of energy use, supportive policies including standard systems, incentive mechanisms, and funds still need to be improved
.
The "Report" believes that under the guidance of beautiful China and the "double carbon" goal, loose coal governance still needs to maintain concentration, continue to promote the cleaning, reduction and substitution of loose coal in both industrial and civilian aspects, and strive to reduce loose coal by 200 million tons during the "14th Five-Year Plan" period, and basically solve the problem
of loose coal pollution by 2030.
From the perspective of clean and low-carbon collaborative governance, civil bulk coal treatment needs to be combined with the construction of new rural areas to coordinate the construction of a clean and low-carbon energy supply and service system in rural areas; Industrial bulk coal treatment needs to continue to be deepened, backward coal-consuming facilities should be eliminated, and clean energy alternatives
should be promoted in an orderly manner。
In order to ensure the efficient advancement of the next step of loose coal treatment, the Report puts forward the following five suggestions: First, strengthen the treatment and dynamic tracking of industrial loose coal nationwide, including dynamic management of industrial structure adjustment and backward production capacity list, construction of a post-certification supervision technology system for pollution discharge permits, and establishment and improvement of the daily management system of pollution control facilities; The second is to coordinate the construction of a rural energy socialization service system and include clean heating; The third is to increase the technical guidance for clean heating and compile the "Technical Guide for Clean Heating in the Northern Region"; The fourth is to accelerate the implementation of energy efficiency improvement in rural buildings; Fifth, adhere to the fiscal and financial forces, improve the central capital leading role
