In order to accelerate the structural adjustment of the aluminum industry, standardize the order of production and operation of enterprises, curb the disorderly expansion of aluminum smelting capacity, and promote the sustainable, healthy and coordinated development of the industry and the realization of energy conservation and emission reduction goals, the standardized conditions
for the aluminum industry are formulated in accordance with the "Industrial Transformation and Upgrading Plan (2011-2015)", "Industrial Structure Adjustment Guidance Catalogue (2011 version)", "Special Plan for the Development of the Aluminum Industry "Twelfth Five-Year Plan" and "Renewable Nonferrous Metals Industry Development Promotion Plan".
First, the layout, scale and external conditions of the enterprise
(1) Enterprise layout
Bauxite mining, alumina, electrolytic aluminum and recycled aluminum projects must comply with the national industrial policy and the overall plan for the development of the aluminum industry, the overall plan for land use, the urban plan, and the main functional area planning, and the construction of aluminum smelting enterprises
should be reasonably laid out according to the resource, energy and environmental conditions.
Electrolytic aluminum enterprises in areas where existing production factors lack competitiveness should be gradually transferred and withdrawn, and under planning guidance and total volume control, orderly transfer to areas with strong competitiveness, strictly control new production capacity, and prevent blind investment from aggravating the contradiction
of overcapacity.
In the construction of alumina, electrolytic aluminum and recycled aluminum enterprises in key protected areas such as drinking water source protection areas, basic farmland protection areas, nature reserves, eco-tourism areas, forest parks, scenic spots, ecological function reserves, military facilities and other key protected areas as determined by national laws, regulations, rules and plans, urban central areas and their suburbs, residential concentration areas and other sensitive areas, the location of the plant site and its distance from the surrounding population and sensitive areas shall be determined according to the conclusions of the environmental impact assessment
。
(2) Production scale and main external conditions
Bauxite: To mine bauxite resources, you must obtain a mining license in accordance with the law, comply with mineral resources, safety production laws and regulations, mineral resources planning and related policies
.
The mining right holder shall conduct mining in accordance with the approved development and utilization plan, and it is strictly forbidden to mine without a license, indiscriminate mining and destruction of wasted resources
.
Alumina: The construction of alumina projects must be approved by relevant departments in accordance with relevant national regulations, and external construction conditions
such as bauxite (including high aluminum fly ash) resources, water resources and transportation must be implemented 。 The construction scale of alumina projects must be 800,000 tons/year and above, and the proportion of bauxite mines supporting construction should reach more than 85% for alumina projects using domestic bauxite, and the resource guarantee period should be more than 30 years; Alumina projects using imported bauxite must have long-term and reliable overseas bauxite resources as raw material guarantees, and the raw materials obtained through joint ventures and cooperation for long-term contracts of bauxite for more than 5 years must reach more than
60% of the total demand.
The use of high aluminum fly ash resources to produce alumina projects must be close to the fly ash production area, the construction scale should reach an annual production capacity of 500,000 tons and above, and the service life of high aluminum fly ash resources should not be less than 30 years
.
Electrolytic aluminum: Electrolytic aluminum projects with new production capacity must be approved by relevant departments in accordance with relevant national regulations, and at the same time there must be a guarantee for the supply of alumina raw materials, and internal and external conditions
such as power supply and transportation must be implemented.
Encourage electrolytic aluminum enterprises to realize the integration of hydropower aluminum, coal power aluminum or aluminum and electricity through
reorganization.
The minimum capital ratio of electrolytic aluminum projects must reach 40%.
Recycled aluminum: new recycled aluminum projects, the scale should be 100,000 tons/year and above; The production scale of existing recycled aluminum enterprises is not less than 50,000 tons/year
.
2.
Quality, craftsmanship and equipment
(1) Quality
Bauxite mining and aluminum smelting enterprises must have a complete product quality management system, bauxite product quality must comply with GB/T24483-2009, alumina product quality must comply with YS/T803-2012, aluminum pre-baked anode product quality must meet YS/T285-2012, aluminum ingot for remelting must meet GB/T1196-2008 and other national standards
.
(2) Process technology and equipment
Bauxite: Bauxite mines (including bauxite associated with coal mines) must adopt advanced mining methods suitable for the technical conditions of ore mining, try to use large-scale equipment, improve the level of automation, and add desulfurization and iron removal production systems
according to bauxite resources.
Alumina: Alumina projects should select Bayer method, tandem method and other production processes and equipment with high efficiency, advanced technology, low energy consumption, low emissions, environmental protection standards, and good comprehensive utilization of resources according to the bauxite resources, and meet the requirements of
national laws and regulations such as the Energy Conservation Law, the Clean Production Promotion Law, and the Environmental Protection Law.
Electrolytic aluminum: New and retrofit electrolytic aluminum projects must adopt a large-scale pre-baked bath process
of 400kA and above.
The existing electrolytic aluminum production line should reach 160kA and above pre-baked tank.
It is forbidden to use the wet process to produce fluoride salts
for aluminum.
When the aluminum carbon anode project adopts medium and high sulfur petroleum coke raw materials, it must be equipped with an efficient flue gas desulfurization purification device and achieve standard discharge, and it is forbidden to build independent aluminum carbon anode projects below 150,000 tons/year and independent aluminum carbon cathode projects
below 20,000 tons/year.
Recycled aluminum: Recycled aluminum projects must be built in accordance with the large-scale and environmentally friendly development model, and must adopt double-chamber furnaces, advanced smelting furnaces with regenerative combustion systems to meet the heat recovery and utilization of waste flue gas, improve metal recovery rates, etc.
, and support the construction of equipment and facilities
for comprehensive recovery of aluminum ash slag and dioxin prevention and control capabilities.
It is forbidden to use direct coal-fired reverberation furnaces and other reverberation furnaces below 4 tons to produce recycled aluminum, and it is forbidden to use crucible furnaces to melt recycled aluminum alloys
.
The existing recycled aluminum production system should take effective measures to remove organic matter
such as chlorine and cutting oil from raw materials.
Third, energy consumption

Electrolytic aluminum: The electrolytic AC power consumption of new and transformed electrolytic aluminum liquid must be less than 12750 kWh/ton aluminum, the comprehensive AC power consumption of aluminum ingots must be less than 13200 kWh/ton of aluminum, and the current efficiency should not be lower than 93%
in principle.
The current consumption of aluminum liquid electrolysis in existing electrolytic aluminum enterprises must be less than 13350 kWh/ton of aluminum, the comprehensive AC power consumption of aluminum ingots must be less than 13800 kWh/ton of aluminum, and the current efficiency should not be lower than 92%
in principle.
Existing enterprises that do not meet the conditions of AC power consumption specifications should save energy and reduce consumption through technological transformation, and reach the energy consumption level
of new and transformed enterprises at the end of the "Twelfth Five-Year Plan".
Recycled aluminum: The comprehensive energy consumption of new and renovated recycled aluminum projects should be less than 130 kg of standard coal/ton aluminum, and the comprehensive energy consumption of existing recycled aluminum enterprises should be less than 150 kg of standard coal/ton aluminum
.
4.
Resource consumption and comprehensive utilization
Bauxite: the loss rate of bauxite mining does not exceed 12% for underground mining and 8% for open-pit mining; The dilution rate of mining does not exceed 10% for underground mining and 8%
for open-pit mining.
It is forbidden to build bauxite mines and mineral processing plants
with low resource utilization.
The actual mining loss rate and beneficiation recovery rate of bauxite shall not exceed or lower than the indicators and design standards
stipulated in the approved mineral resources development and utilization plan, respectively.
Alumina: Using a new Bayer alumina production system with a ratio of bauxite to aluminum-silicon greater than 7, the comprehensive recovery rate of alumina should reach more than 80%, encourage the increase of red mud comprehensive treatment and recycling technology and process, further improve the recovery rate of alumina and reduce alkali consumption, new water consumption should be less than 3 tons / ton of alumina, and the floor space should be less than 0.

Recycled aluminum: The total recovery rate of aluminum in new and expanded scrap aluminum recycling projects is more than 95%, and the recycling rate of aluminum in existing scrap aluminum recycling enterprises is more than
91%.
Scrap aluminum recycling enterprises should be equipped with hot ash treatment equipment, such as hot slag pressing machine, ash stir-frying machine, rotary hot ash treatment equipment, etc.
, comprehensive recycling of aluminum ash slag, and the aluminum content in the final waste aluminum ash slag is less than

5.
Environmental protection
Bauxite, alumina, electrolytic aluminum and recycled aluminum projects shall strictly implement the environmental impact assessment management system of construction projects, implement various environmental protection measures, and production projects shall not be officially put into operation
without acceptance by the environmental protection department.
The development of bauxite mines should pay attention to land and environmental protection, strictly implement the guarantee system for mine ecological restoration and governance according to the principle of "mining and treatment", prepare mine ecological protection and treatment restoration plans, and carry out mine ecology and geological environment restoration and land reclamation
in mining areas according to the plan.
The pollutant discharge of alumina, electrolytic aluminum and recycled aluminum enterprises shall comply with the national "Aluminum Industry Pollutant Emission Standards" (GB25465-2010), and the total amount of pollutants discharged by enterprises shall not exceed the total amount control indicators
approved by the environmental protection department.
Enterprises should achieve recycling of industrial wastewater after advanced treatment to reduce emissions
.
The fluorine emission of electrolytic aluminum projects must be less than 0.
6 kg/ton of aluminum, and alumina plants, electrolytic aluminum plants, and aluminum carbon plants should carry out self-monitoring in accordance with the requirements of environmental protection departments, install automatic pollutant monitoring facilities at the chimney exhaust emission points of the smoke purification system, and regularly announce the self-monitoring results to the public; Fugitive emission monitoring should be carried out regularly in the electrolysis workshop, roasting workshop skylight and other parts; The supporting production equipment of new and existing recycled aluminum projects needs to be equipped with efficient treatment devices for scrap aluminum smelting flue gas and dust, so as to achieve standard discharge after collection and filtration of flue gas and dust; At the same time, the solid waste generated is harmlessly disposed of to prevent secondary pollution; The red mud should be identified as a leaching toxicity, and if it is a hazardous waste, the relevant provisions on hazardous waste management should be strictly implemented, and the red mud that cannot be used should be completely harmlessly disposed of

According to the Environmental Protection Law of the People's Republic of China and other relevant laws and regulations, all new construction and renovation projects must apply for a "Pollution Discharge Permit" in accordance with the relevant provisions (except for areas where the pollution discharge permit system has not yet been implemented), before enterprises can carry out business activities such as production and sales, discharge pollutants with certificates, and discharge
up to standards.
6.
Work safety and prevention and treatment of occupational diseases
Mines, alumina, electrolytic aluminum and recycled aluminum construction projects must comply with laws and regulations such as the Work Safety Law, the Mine Safety Law, and the Law on the Prevention and Control of Occupational Diseases; New construction and renovation of project safety facilities and occupational disease prevention facilities must strictly perform the "three simultaneous" procedures
.
Mining enterprises shall comply with the Regulations on Work Safety Permits (State Council Order No.
397) and other relevant provisions and obtain a work safety license in accordance with the law before engaging in production activities
.
The red mud dump of alumina enterprises shall comply with the relevant national regulations on the safety management of tailings ponds and technical regulations
.
7.
Standardize management
(1) Application, review and announcement of the standardized conditions of aluminum industry enterprises

The Ministry of Industry and Information Technology is responsible for the standardized management of the aluminum industry.
Bauxite, alumina, electrolytic aluminum and recycled aluminum enterprises applying for specifications must prepare the "Application Report for Aluminum Industry Specifications" and provide relevant materials
as required.
Local enterprises apply to the Ministry of Industry and Information Technology through the competent department of industry in their respective regions, and central enterprises apply directly to the Ministry of Industry and Information Technology, with a copy to the local provincial competent
department of industry.
2.
The competent industrial departments of each province, autonomous region, municipality directly under the Central Government and cities with separate plans shall be responsible for receiving applications and preliminary examination of relevant enterprise specifications in their respective regions, and central enterprises shall conduct self-examination
.
3.
The Ministry of Industry and Information Technology shall verify the applicant enterprises in accordance with the normative standards, publicize those that meet the normative conditions, and make an announcement
after there is no objection.
(2) The Ministry of Industry and Information Technology shall dynamically manage
the list of announced enterprises.
Local industrial authorities at all levels shall supervise and inspect
the implementation of the normative conditions by enterprises in their respective regions every year.
The Ministry of Industry and Information Technology conducts spot checks
on the announced enterprises.
All sectors of society are encouraged to supervise
the regulation of announced enterprises.
An announcement enterprise will revoke its announcement qualification under the following circumstances:
1.
Filling in relevant information is fraudulent;
2.
Refusing to accept supervision and inspection;
3.
Unable to maintain normative conditions;
4.
Occurrence of large or above production safety accidents, causing serious social impact
.
(3) Announce the list of enterprises that meet the normative conditions, as the basic basis
for relevant policy support.
For enterprises not included in the announcement list, the relevant policies will not be supported
.
VIII.
Supplementary Provisions
(1) These Specification Conditions apply to all types of bauxite, alumina, electrolytic aluminum and recycled aluminum enterprises within the territory of the People's Republic of China (except Hong Kong, Macao and Taiwan), and existing enterprises refer to enterprises
established before the date of issuance of these Specification Conditions.
(2) If the national standards involved in these conditions have been revised, they shall be implemented
in accordance with the revised new standards.
These specifications and conditions shall be implemented from the date of promulgation, and the original "Aluminum Industry Access Conditions" (Announcement No.
64 of 2007) shall be abolished
at the same time.
The Ministry of Industry and Information Technology is responsible for interpreting these specifications and conditions and revising
them in due course according to the development of the industry.
