The Guidelines aim to help SMEs promote digital transformation scientifically and efficiently, improve their ability to provide digital products and services to SMEs, and provide guidance for relevant departments to carry out relevant work

The Guide puts forward 14 specific measures
from three aspects: enhancing enterprises' transformation capabilities, improving the level of transformation supply, and increasing support for transformation policies.
In terms of enhancing enterprises' transformation capabilities, the Guide proposes transformation paths in terms of carrying out digital assessment, promoting management digitalization, conducting business digitalization, integrating into the digital ecosystem, and optimizing digital practices, so as to fully stimulate the transformation momentum
of SMEs themselves.
In terms of improving the supply level of transformation, the Guide proposes to enhance the matching degree of supply and demand, carry out full-process services, develop lightweight applications, and deepen eco-level collaboration, aiming to guide the supply side to focus on the characteristics and actual needs of SMEs and improve the level
of digital transformation products and services for SMEs.
The Guide mentions that digital transformation service providers should focus on the pain points and difficulties of SME transformation and provide "small, fast, light and accurate" products and solutions

In terms of increasing support for transformation policies, the Guidelines propose transformation paths
such as strengthening transformation guidance, increasing financial support, promoting pilot applications, improving supporting services, and optimizing the development environment.
According to the Information Technology Development Department of the Ministry of Industry and Information Technology, insufficient funds for transformation is one of the core challenges of the digital transformation of
small and medium-sized enterprises.
It is necessary to increase financial support and lower the threshold for
the digital transformation of small and medium-sized enterprises.
Encourage localities with the capacity to support small and medium-sized enterprises to migrate to the cloud platform
through special funds, subsidy policies, and other means.
Financial institutions are encouraged to provide products and services related to the digital transformation of small and
medium-sized enterprises.
