On March 18, the Ministry of Industry and Information Technology of the Inner Mongolia Autonomous Region issued a letter on soliciting opinions on the "Inner Mongolia Autonomous Region Chemical Industry Park (Chemical Concentration Area) Recognition Management Measures (Trial) (Draft for Solicitation of Comments)"

The draft for comments proposed that the identified chemical park should meet 15 conditions.

A follow-up evaluation is carried out for the identified chemical parks every three years, and those that do not meet the certification conditions should be rectified within a time limit; if the rectifications do not meet the certification conditions after the deadline, the certification of the chemical parks will be cancelled

The recognized chemical park shall meet the following conditions:

(1) Comply with the "Safety Production Law of the People's Republic of China", "Regulations on the Safety Management of Hazardous Chemicals" and other laws, regulations and regulations, and "Chemical Park Safety Risk Inspection and Governance Guidelines (Trial)" and other related regulations

(2) The industrial development direction is in line with the industrial layout positioning of the development zone and the industrial planning layout of the development zone determined by the relevant national and autonomous regional plans and plans, and the industrial positioning is clear, highly relevant, and has a relatively complete scale industrial chain or characteristic industrial chain

(3) The chemical park has been approved by the national and autonomous regional people's governments at all levels to establish a clear management organization; it has a clear area and four-dimensional range, and the land within the four-dimensional range conforms to the national land and space plan

(4) The chemical park should set up a management organization with clear responsibilities, appropriate powers and responsibilities, and clear subjects, with effective management capabilities in safety production, environmental protection, and emergency rescue

(5) The chemical park complies with the national land and space plan, and is connected with the local regional overall plan, ecological environmental protection plan, safety production, and comprehensive disaster reduction and prevention plan

(6) By the end of 2020, there should be no less than 3 chemical production enterprises or more than 30% of the output value, or more than 3 billion yuan in output value

(7) The distance between the production and storage devices of the chemical industry park enterprise and the surrounding schools, hospitals, commercial centers, residential areas and other sensitive points meets the relevant requirements of safety and atmospheric environment protection; the external safety and health protection distance of the hazardous chemical enterprise meets the requirements of the park; Domestic hazardous chemical companies have realized closed management

(8) The division of functional zones in the chemical park, the overall layout, the layout of production, storage devices, and infrastructure facilities should meet the requirements of relevant standards and regulations to ensure safety and environmental capacity, effectively reduce regional risks, and prevent chain accidents

(9) The park establishes risk classification for the safety management of hazardous chemical processes involved in key supervision, hazardous chemicals and major hazard sources ("two key points and one major"), explosive chemicals and precursor chemicals The management and control and hidden danger investigation system, involving "two key points and one major" production and storage devices, shall be equipped with flammable and toxic gas leak detection alarms, emergency shut-off devices and automated control systems in accordance with relevant industry management and design specifications

(10) The chemical park should realize closed management, have corresponding checkpoints, guard posts, barriers or similar traffic control and anti-intrusion facilities, and have road high-definition cameras and other facilities that can monitor the trajectory of hazardous chemical transport vehicles

(11) The chemical park should establish a complete safety risk monitoring and monitoring system, including but not limited to high-altitude observation video monitoring, video monitoring of key roads and intersections, video monitoring of "two priorities and one major", video monitoring of key work sites, and toxic and hazardous gases and combustible gas monitoring and control and so on

(12) The chemical park shall establish a safety (environmental protection) emergency management system and system that meets the emergency requirements of production safety (environmental emergencies), prepare emergency plans for production safety accidents (environmental emergencies), and conduct drills at least once a year

(13) The chemical park should establish a complete environmental monitoring and monitoring system, including but not limited to atmospheric environmental monitoring, surface water environmental monitoring, groundwater and soil environmental monitoring, fixed air pollution source emission monitoring, unorganized air pollutant emission monitoring, and corporate wastewater discharge Monitoring and monitoring of the downstream water quality of the sewage treatment plant's discharge outlet

(14) The chemical park should be equipped with specialized chemical waste water centralized treatment facilities and its supporting pipe network, so as to realize 100% of the production waste water in the chemical park for collection, centralized treatment and stable discharge up to standards

(15) The chemical industry park and the enterprises in the park shall have the supporting capabilities for 100% collection and 100% safe treatment and disposal of the hazardous waste generated, and comply with relevant regulations
