Through random sampling of 905 batches of feed samples, 63 batches (65 times) of unqualified feed products were detected (no unqualified products were detected in Zibo, Yantai and Weihai), the qualification rate was 93.0%, 0.2 percentage points lower than the national average level, 2.5 percentage points lower than the provincial feed sampling compliance rate of 95.5% in 2017, and the provincial feed supervision sampling in 2018 (698 batches of qualified feed products were detected) The qualified rate of 650 batches was 93.1%, which reflected that the feed quality and safety of our province was in a good level A total of 39 feed production enterprises (Annex 1) are involved in the unqualified products of YRJ There are 5 cities with more than 3 unqualified products, including Linyi, Dezhou, Liaocheng, Tai'an and Rizhao Among them, there are 10 enterprises in Linyi with 20 batches of unqualified products, accounting for 31.7% of the total unqualified products There are 6 enterprises in Dezhou with 9 batches of unqualified products, accounting for 14.2% of the total unqualified products; Liaocheng City has 5 enterprises with 7 batches of unqualified products, accounting for 11.1% of all unqualified products; Tai'an City has 4 enterprises with 5 batches of unqualified products, accounting for 7.9% of all unqualified products YRJ II Analysis of unqualified products Among 63 batches (65 times) of unqualified feed products in the whole province, 45 batches of unqualified feed products accounted for 69.2% of all batches, including 28 batches of aflatoxin B1, 7 batches of chromium content, 6 batches of zearalenone, 3 batches of fumonisin and 2 batches of Salmonella, among which one batch of aflatoxin B1 and fumonisin In the feed products, 20 batches of chlortetracycline, 4 batches of oxytetracycline and 1 batch of quindoxyethanol were found to be unqualified, accounting for 30.8% of the total unqualified batches, including 16 batches of chlortetracycline, 4 batches of oxytetracycline and 1 batch of quindoxyethanol The unqualified problems found in the test report and their causes are analyzed as follows: there are many unqualified problems in safety and health indicators of YRJ (I) compound feed and concentrated feed On the one hand, due to the implementation of the new feed health standard (gb10378) by the state since May 1, 2018, some enterprise standards and production formulas were not updated in time, which led to many unqualified mycotoxins and chromium, copper, zinc and other health indicators in commercial feed; on the other hand, it reflected that the type inspection of feed production enterprises was insufficient and the mycotoxins in raw materials were not well controlled The problem of illegal addition of chlortetracycline, oxytetracycline and other drugs to YRJ (2) compound feed is prominent, and the problem of over standard olaquindox has been effectively curbed In some enterprises, the label of feed products does not indicate the addition of drugs, but the drugs are added illegally in actual production; in some feed products, the dosage of added drugs is obviously several times higher than the prescribed limit, which shows that it is necessary to reduce and limit the resistance in feed, and the space is very large Salmonella was detected in two batches of animal feed such as meat meal of YRJ (3), which indicated that the raw materials used in the production of the single feed were not fresh enough, or there were pollution problems in the process of production and storage (Salmonella is an important pathogen of human beings and animals, and is also a strictly controlled index of feed and food hygiene standards) YRJ (4) the protein content in some compound feeds and concentrated feeds is lower than the lower limit of the standard, and the nutritional index content of compound premixed feeds produced by some small and medium-sized enterprises exceeds the standard or is seriously insufficient, which is suspected of illegal issues such as intentional less feeding and low limit feeding YRJ III investigation and treatment of non-conforming products in 2018, the Provincial Bureau timely submitted 46 batches (Appendix 2) of the received non-conforming feed product test report to the municipal feed administration department for investigation and treatment in the form of supervision sheet As of the beginning of June 2019, except for 8 batches in Dezhou City and 2 batches in Linyi City, all other 36 batches have been investigated and dealt with Among them, 21 batches of unqualified products of 13 enterprises including Jinan Futian benfuda Feed Co., Ltd have been fined 754206 yuan in total (among them, 6 enterprises have been fined more than 20000 yuan: Jinan Futian benfuda Feed Co., Ltd has been fined 469000 yuan Shandong Haiwei Biotechnology Co., Ltd is fined 48000 yuan, Chengwu Zhonghui Feed Co., Ltd is fined 44000 yuan, Shenxian Sanlei Feed Co., Ltd is fined 30000 yuan, Weifang Tianhe Feed Co., Ltd Jiaxiang branch is fined 26000 yuan, Dongying Hemei Feed Co., Ltd is fined 20000 yuan) Involving 17 batches of non-conforming products (Annex 3) from 13 enterprises such as Qingdao pinhao grain and Oil Co., Ltd., the Provincial Bureau has transferred the test non-conforming report to the city in May 2019, and currently the relevant cities are actively carrying out investigation and treatment The follow-up work requires that YRJ (I) complete the investigation and treatment of unqualified feed products as soon as possible The city concerned shall promptly investigate, deal with and take off the shelves and seal up the relevant batches of unqualified products of the enterprises involved Shandong Haiwei Biotechnology Co., Ltd., Linyi Jitai Feed Co., Ltd and Shenxian Xinli Agricultural Biotechnology Co., Ltd., which were randomly inspected for more than three batches of unqualified products in 2018, were identified as provincial key monitoring enterprises by the Provincial Bureau In the near future, the Provincial Bureau will focus on tracking and supervising the investigation and treatment of non-conforming products in various regions, and send letters to the city and local governments which are slow in investigation and treatment YRJ YRJ (II) each city shall strengthen the spot check and investigation and treatment of more feed varieties (compound feed and concentrated feed) related enterprises and non-conforming products in combination with the 2019 provincial and municipal feed supervision and spot check plan, as well as the requirements of grading management of feed production enterprises in our province, and "double random and open" inspection YRJ attachment 1: the feed supervision and sampling inspection of the Ministry of agriculture and rural areas in 2018 involving the distribution of non-conforming products in different cities in our province YRJ attachment 2: 46 batches of non-conforming products sent by the Provincial Bureau in 2018 YRJ attachment 3: 17 batches of non-conforming products sent by the Provincial Bureau in May 2019 YRJ, Shandong Animal Husbandry and Veterinary Bureau YRJ, June 11, 2019 YRJ Appendix 1-3.docx 977b86a68e1bf9be78dceada4b1b518e.docx (22.77 KB) (author: Ruonan)
