In October 2020, the State Administration for Market Regulation, the Ministry of Public Security, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce and the All-China Federation of Supply and Marketing Cooperatives jointly launched a one-year nationwide special enforcement operation on counterfeit and shoddy food in rural areas, severely cracking down
on frequent food violations in rural areas, such as the operation of meat without inspection and quarantine, the addition of non-edible substances to food, "three no" foods, and food that has exceeded the expiration date.

The Zhejiang Provincial Market Supervision Bureau, together with the public security and other departments, took swift action to strictly investigate the illegal and criminal act of manufacturing and
selling counterfeit and shoddy food in rural areas.
In the past year, the province has investigated and dealt with 22,000 cases of counterfeit and shoddy food in rural areas, fined and confiscated more than 250 million yuan, seized more than 1,200 tons of illegal products, revoked 5 licenses, restricted 11 people from practicing qualifications, fined 143,100 yuan to those directly responsible, and investigated and handled 214 suspected criminal cases (including transferred by administrative organs
) by public security organs 。 On November 18, 2021, Zhejiang Province held a centralized and unified destruction of confiscated items in the special law enforcement action of counterfeit and shoddy food in rural areas in Wenzhou City, and carried out centralized and unified destruction of more than 400 varieties and nearly 50 tons of fake and inferior food such as liquor, milk powder, and cold chain frozen products, fully demonstrating Zhejiang Province's determination and confidence
in maintaining food safety.
The two typical cases of fake and shoddy food selected by Zhejiang Province in rural areas are:

Case 1: Zhejiang Jinhua investigated and dealt with the case of Longding Vice Food Commercial Company in Pujiang County for producing and operating edible oil with false production dates and engaging in salt wholesale business without authorization

In November 2020, the Market Supervision Bureau of Pujiang County, Jinhua City, Zhejiang Province, based on a report, inspected
Longding Food Commercial Company in Pujiang County, located at the junction of urban and rural areas.
After investigation, Pujiang County Longding Vice Food Commercial Bank holds a food business license, and since May 2020, it has successively purchased 100 sets of edible oil and edible oil packaging of 4 different brands; In August 2020, the parties opened the package of a batch of edible oil approaching the expiration date and loaded it into the above 100 sets of oil drums, and replaced the packaging with the latest production date, mixed into the normal edible oil purchased in the same batch, and sold
as new oil.
As of the discovery of the case, the edible oil after the replacement package has been sold out, with a value of 14,950 yuan
.
Law enforcement officers ordered the parties to recall the repackaged cooking oil, recall a total of 148 barrels of the problem cooking oil, and supervise their destruction
on December 30, 2020.
The above-mentioned acts of the parties violated the provisions of Article 34 (10) and Article 35 of the Food Safety Law of the People's Republic of China, and were illegal acts of producing and trading food without permission and labeling food with false production dates; At the same time, during the inspection, it was found that the party concerned was a non-designated salt wholesale enterprise and engaged in salt wholesale business without authorization, in violation of the "Measures for Salt Monopoly" and other relevant regulations
