VOCs content limit standard
Note:
It is understood that Tianjin officially issued a document on April 18, 2016, levying VOCs discharge fees in the two pilot industries of petrochemical and packaging and printing in the administrative area of Tianjin.
The VOCs discharge fee is charged at 10 yuan per kilogram, starting from 2016.
It will be implemented from May 1st, 2010
.
In order to establish a restraint and incentive mechanism and encourage in-depth governance, Tianjin has implemented a differentiated charging policy for VOCs:
(1) The emission concentration of VOCs is less than 50% (including 50%) of the pollutant emission limit set by the country or local, and the pollution fee will be levied by half;
(2) If the VOCs emission concentration value is higher than the prescribed emission limit, or the VOCs emission is higher than the prescribed total emission index, the pollution discharge fee will be doubled; if the above two conditions in this item exist at the same time, double the discharge fee Pollution discharge fees are levied; for production process equipment or products belonging to the eliminated category, the pollution discharge fee will be doubled

Not long ago, Tianjin Environmental Protection Bureau issued the "Detailed Rules for the Implementation of the Standard for the Collection of Volatile Organic Compound Discharge Fees for the Petrochemical and Packaging and Printing Industries in Tianjin (for Trial Implementation)
.
" The "Detailed Rules" require that enterprises in the pilot industry should proactively declare VOCs emissions in the previous year to the environmental protection department of their district before January 20 each year, and provide corresponding information
.
For enterprises that refuse to report or falsely report VOCs declarations, the district environmental protection department shall order the illegal activities to cease, correct within a time limit, and impose a fine of between 20,000 yuan and 200,000 yuan in accordance with the provisions of the Tianjin Air Pollution Prevention and Control Regulations
.
If the pilot industry enterprise fails to pay the pollution discharge fee in accordance with the regulations, the district environmental protection department shall order the payment within a time limit in accordance with the "Regulations on the Collection and Use of Pollutant Discharge Fees" and the "Administrative Measures on the Collection and Use of Pollutant Discharge Fee Funds"; A fine of more than 1 time and less than 3 times the amount of pollution discharge fees shall be reported to the people's government at or above the district level with the power to approve for approval and order to suspend production and business for rectification

At present, in addition to Tianjin, 14 provinces and municipalities across the country have implemented VOCs discharge fees, namely: Beijing, Shanghai, Jiangsu, Anhui, Hunan, Sichuan, Liaoning, Zhejiang, Hebei, Shandong Province, Shanxi Province, Hainan Province, Hubei Province and Fujian Province
