On May 6, 2009, Premier Wen Jiabao of the State Council presided over an executive meeting of the State Council to study the technological transformation of enterprises and make arrangements to further solve medical security issues such as retirees from closed and bankrupt state-owned enterprises.
At the same time, this year the central government will allocate 20 billion yuan of special funds for technological transformation in the form of loan interest discounts.
According to the industrial adjustment and revitalization plan, key support will be given to six areas.
The meeting pointed out that strengthening the technological transformation of enterprises is an important part of the package plan to deal with the international financial crisis and promote stable and rapid economic growth.
In the previous stage, relevant departments actively promoted the technological transformation of enterprises in accordance with the deployment of the central government, and the overall progress was smooth.
The central government's investment in technological transformation has successively reached enterprises, which has played a positive role in boosting market and business confidence, expanding domestic demand, and promoting industrial upgrading.
The meeting emphasized that strengthening the technological transformation of enterprises must adhere to the combination of structural adjustment, transformation of development mode, independent innovation, enterprise reorganization and strengthening of enterprise management, and focus on six aspects of support in accordance with the industrial adjustment and revitalization plan.

The first is to support industries such as steel, non-ferrous metals, petrochemicals, light industry, textiles, and food to accelerate research and development of common key technologies, adjust product structure, and develop circular economy.
