The newly revised Regulations improve the responsibility system for production safety in production and operation, the supervision and management mechanism for production safety, special provisions for key industries and fields, and the socialized service system
for safe production.

It is reported that since the revision of the Regulations on Work Safety in Shanxi Province in 2016, it has played an important role
in ensuring the rule of law for strengthening safe production in accordance with the law and ensuring the safety of people's lives and property.
This revision solidifies the policy measures and empirical achievements that have been proven to be effective in practice, and makes innovative provisions aimed at solving the current problems such as
the imperfect production safety responsibility system, the inadequate implementation of corporate entity responsibility, the ineffective prevention and response of major safety risks, and the lack of strict safety supervision and law enforcement.
This is not only the need to thoroughly implement the major decisions and deployments of the Party Central Committee, the State Council and the provincial party committee and government, but also the practical need

The newly revised Regulations improve the responsibility system

The Regulations add provisions on the basic obligations of production safety in production and operation, and further clarify the responsibility
for production safety of all employees from the main person in charge to the front-line employees.
The provisions on the responsibility system for production safety of the main responsible persons for production and operation have been added and refined, and the system of commitment of the main responsible persons to perform their duties and responsibilities for safe production is implemented for the production and operation of mining, hazardous chemicals, metal smelting, fire protection, special equipment and other industries, and the method of scoring the safety production assessment of the main responsible persons of enterprises is implemented in high-risk industries such as hazardous chemicals and metal smelting

The safety management system for production and operation has been improved, the allocation and responsibilities of safety production management institutions, safety production management personnel and registered safety engineers have been improved, and it has been clarified that production and operation in high-risk industries and fields that have reached a certain scale shall set up safety directors

The newly revised Regulations improve the supervision and management mechanism
for production safety.
The Regulations list the regulatory departments for key industries and fields, refine their supervision and management responsibilities, and clarify that they shall supervise and administer
work safety in relevant industries and fields within the scope of their respective duties.
The working methods of supervision and management of production safety have been improved, and a joint prevention and control mechanism
has been established between the supervision department and the power supply, water supply and drainage, and supply of fireworks.
The Regulations also point out that where the responsibilities for supervision of production safety in emerging industries or fields are not clear, the people's governments at or above the county level shall determine the supervision and management departments
in accordance with the principle of similarity in business.

The newly revised Regulations improve the special provisions
for key industries.
The Regulations add provisions
on production safety and supervision and administration in coal mines, gas and other industries.

In addition, the Regulations further improve the socialized service system for safe production, and specify that production safety liability insurance
is mandatory in high-risk industries such as mining, hazardous chemicals, metal smelting, civil explosives, and so on.
The legal liability has been further improved, and the lower limit
of administrative punishment for illegal acts such as failure to set up a safety production management agency in accordance with regulations and failure to establish a system for investigation and management of hidden dangers of accidents has been clarified.
