The "Planning Plan" pointed out that since the "13th Five-Year Plan", through the joint efforts of various regions, relevant departments and units, new progress has been made in the prevention and control of hazardous chemical safety risks, and the goals and tasks of the "13th Five-Year Plan" have been well accomplished

The "Planning Plan" emphasizes that the prevention and control of hazardous chemical safety risks must always be placed in a prominent position in preventing and resolving major risks, and the deployment of the "Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council shall be implemented.

The "Planning Plan" proposes to focus on the prevention of systemic safety risks of hazardous chemicals, follow the orientation of problems, goals and effects, implement institutional measures and engineering measures simultaneously, and implement a number of institutional measures and construction projects

The "Planning Plan" requires that it is necessary to establish and improve the implementation mechanism, conscientiously implement key measures, strengthen the multi-input mechanism, actively carry out pilot demonstrations, and strictly implement planning evaluations to ensure that the implementation is in place and the goals are achieved on schedule
