    The Measures are divided into 5 chapters and 41 articles, focusing on the three key links of administrative inspection source, process and result, focusing on detailing the types of inspections, clarifying the requirements of each link of inspection, and strengthening the supervision and management of inspection behavior

    According to the regulations, administrative inspections include three categories
    : routine inspections, special inspections and case-by-case inspections.
    Daily inspection is a regular inspection, special inspection is an inspection of common and prominent problems, and individual inspection is a targeted inspection
    based on problem clues.
     
    The measures make it clear that routine inspections should, in principle, be carried out
    through double random spot checks.
    Special inspections can be carried out in the form of
    double random inspections or full-coverage inspections according to actual conditions.
    After discovering clues about suspected violations of laws and regulations in elderly care institutions, the civil affairs departments shall immediately carry out case-by-case inspections; Where it is necessary to file a case for investigation, investigate and handle
