The General Administration of Customs of the People's Republic of China (GACC) has formulated new food import regulations, which will take effect on January 1, 2022
.
It is the Order No.
248 of the General Administration of Customs "Regulations on the Registration of Overseas Production Enterprises of Imported Food of the People's Republic of China" and the Order No.
249 of the General Administration of Customs "Measures for the Administration of Import and Export Food Safety of the People's Republic of China
.

Regulations require foreign food manufacturers to register with the GACC before exporting to China, and divide the products into two groups:
1) Recommended registration: 18 categories of commodities that must be registered by the exporting country authority (CA): meat and meat products, casings , Aquatic products, dairy products, bird's nest and bird's nest products, bee products, eggs and egg products, edible fats and oils, stuffed pasta, edible grains, grain milling industrial products and malt, fresh-keeping and dehydrated vegetables, dried beans, seasonings, Nuts and seeds, dried fruits, unroasted coffee beans and cocoa beans, special dietary foods, health foods
.
According to the above different food types, the competent authorities in Thailand include: Agriculture Bureau, Fisheries Bureau, Animal Husbandry Development Department and Food and Drug Administration
.
2) Self-registration: For foods other than these 18 categories, starting from November 1, 2021, manufacturers must directly register with the General Administration of Customs in accordance with Article 9 of the Order No.
248 of the General Administration of Customs of the People's Republic of China
.
The Food and Drug Administration of Thailand is the competent authority (CA) for special dietary foods and health foods
.
Starting from November 1, 2021, manufacturers who have a history of exporting to China from January 1, 2017 to the present, or the last export was before January 1, 2017, or have no history of exporting to China
.
You can apply for the registration of such products through the Food and Drug Administration
.
Fill in the form and relevant evidence in accordance with Article 248, Article 8 of the General Administration of Customs of China, and send it to the Standards Group of the Food Bureau via email
