In accordance with the requirements of the Provincial Party Committee and the Provincial Government on strengthening the transformation and upgrading of the safety production of the chemical industry and strengthening the safety supervision of hazardous chemicals, we hereby propose the following opinions on further strengthening the safety production management of hazardous chemical production enterprises in our province.

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, fully implement the spirit of the 19th National Congress of the Party, adhere to the people-centered development philosophy, adhere to the red line awareness, bottom line thinking, and follow the provincial party committee and the provincial government’s safety production in the chemical industry The overall deployment of transformation and upgrading will further strengthen the safety production management of hazardous chemical production enterprises, strictly enforce the access of hazardous chemical production enterprises, reduce regional and systemic major safety risks, effectively prevent the occurrence of hazardous chemical accidents, and improve the level of safety development.

The management of hazardous chemicals construction projects shall comply with relevant national laws, regulations and industrial policies, and have conditions for safe production, to ensure advanced production technology, mature technology, reliable equipment, standardized management, and controllable risks.

(2) Strict access.
Strictly control new projects of hazardous chemicals, strictly restrict new projects of highly toxic chemicals, strictly control the "three simultaneous" examination and approval of hazardous chemical construction projects, and reject all new projects that do not meet the conditions of safe production and industrial development plans.

(3) Total reduction.

Strictly control hazardous chemicals construction projects

Relevant departments of cities and counties shall formulate and adjust chemical industry plans and safety production development plans.
For the approval (approval and filing) of hazardous chemical production and construction projects, they must strictly implement the relevant provisions of project approval and supervision, and strictly review and, according to the following conditions, Strictly check:

4.
Improve the safety management level of hazardous chemical production enterprises

Relevant departments at all levels must strengthen the management of hazardous chemicals production enterprises and urge enterprises to improve their safety production management levels.

(1) Strengthen the safety engineering or chemical (chemical) professional knowledge training and assessment of the main persons in charge of the enterprise and those in charge of safety, production, and technology in accordance with the law, and strictly control the safety management knowledge training and assessment.
Failure to pass the assessment shall not engage in relevant work.

(2) Strengthen the construction of a full-time safety management team for hazardous chemical production enterprises.
At least one of the full-time safety production management personnel of the enterprise shall be a registered safety engineer in the category of hazardous materials (chemical safety), and the registered unit should be the same as the working unit.

(3) For enterprises involving "two priorities and one major" (hazardous chemicals and hazardous chemical processes under key supervision, and major hazard sources), they shall be equipped with automated control systems, emergency shutdown systems, safety interlocking devices and video monitoring systems, and shall be equipped with The required safety instrumented system.

(4) Establish and operate a dual prevention system for the hierarchical management and control of safety production risks and the investigation and management of hidden dangers, and the construction and operation are synchronized with the safety management and safety standardization of the chemical process.

(5) Pay work-related injury insurance for all employees in accordance with the law to effectively protect the legitimate rights and interests of employees.

(6) Enterprises involving major hazard sources of Class I or Class II shall achieve safety production standardization or higher in accordance with relevant national standards.

(7) Strengthen the knowledge training and education for employees of enterprises to know and know about safety in production, and pass the safety education and training assessment, and it is strictly forbidden to train and assess unqualified personnel to work.

(8) Other safe production conditions required by laws, regulations and rules.

Resolutely close down enterprises that do not meet the conditions for safe production

For enterprises with backward production capacity listed in the “Prohibition, Restriction and Control” catalog of hazardous chemicals in the province and have exceeded the state’s explicit elimination period; the external safety protection distance does not comply with the "Methods for the Determination of the External Safety Protection Distance of Hazardous Chemical Production Equipment and Storage Facilities" (GB /T 37243-2019) and the rectification is not in place; the enterprises involved in the “two key points and one major” device that have not completed the automation control system upgrade and transformation shall be submitted to the people’s government at or above the county level to shut down and withdraw in accordance with the law, and the relevant departments shall promptly cancel the license license.

(3) Strengthen supervision and inspection.
