"Opinions on Piloting the Development of Clinics" formulated by the National Health and Health Commission, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Human And Social Affairs and the National Health Insurance Administration has been released recently. The Opinions make it clear that from 2019 to 2020, 10 cities in Beijing, Shanghai, Shenyang, Nanjing, Hangzhou, Wuhan, Guangzhou, Shenzhen, Chengdu and Xi'an will carry out pilot projects to promote the development of clinics. The pilot will be launched by the end of September this year."Opinion" proposed that the medical institutions set up planning for the clinic does not restrict, the clinic set up approval to the record system management. At the same time, the clinic set-up audit from the key audit equipment facilities and other hardware to the doctor's qualifications and capabilities of the audit. It is emphasized that the functional orientation of the clinic is to provide residents with common diseases, frequent illness diagnosis and treatment services and family doctor contract services.The Opinion clearly encourages physicians who have practiced in a medical institution for 5 years and have obtained intermediate or higher qualifications, qualified general practitioners or specialists who raise the scope of general practitioner practice to run general practice clinics full-time or part-time. Physicians who operate clinics part-time shall, in accordance with the relevant requirements of multi-point practice, clarify the responsibilities, rights and obligations of both parties with the main medical institutions by signing agreements, and make specific demands on their working hours, tasks, service quality and pay performance distribution in the major medical institutions. At the same time, full-time practitioners in the clinic to declare senior title, in accordance with the reform and improvement of primary health professional and technical personnel title evaluation policy provisions, can be implemented in separate groups, targeted evaluation.The Opinion encourages different specialists to set up a partnership group of appropriate sizes to organize joint specialist clinics. Encourage social forces to organize chain and group clinics. Clinics are encouraged to incorporate medical associations. The Government is encouraged to include eligible clinics in the scope of medical institutions that can provide contracted services for family doctors by purchasing services. The price of medical services provided by clinics is set on its own. For clinics that take the initiative to implement the price policy of medical services of public medical institutions and meet the requirements, support shall be included in the scope of medical insurance fixed-point in accordance with the provisions.
