second, to promote the adjustment of grain production structure, quality optimization, and grain price distribution; third, to protect the comprehensive production capacity of grain and ensure the national food security The protection price level arranged in the main production areas of EF5 should be able to compensate for the cost of grain production and enable farmers to obtain appropriate income; attention should be paid to the connection with the market price to prevent the backlog of newly received grain; further opening the quality difference and regional difference should be made to facilitate the adjustment of planting structure and promote the normal circulation of grain This year, the purchase protection price should be kept at the level of the previous year as a whole, and no major adjustment should be made EF5 3 Properly adjust the purchase scope of protection price, further implement the policy of high quality and good price, and promote the adjustment of planting structure and quality optimization According to the actual situation of the adjustment of the local agricultural planting structure, the main grain producing areas can appropriately adjust the scope of the purchase of the protection price It is necessary to focus on the protection of those grain varieties with advantages in production, low cost, good quality, marketable market and no ecological damage The unsalable grain varieties that are not suitable for grain growing areas should be withdrawn from the purchasing scope of protection price or the purchasing price should be greatly reduced to prevent the blind expansion of grain varieties that are not suitable for the market demand Through reasonable arrangement of the price difference between varieties and grades, farmers are encouraged to remove water and impurities and optimize grain quality Price and grain departments at all levels shall actively guide state-owned grain purchase and sale enterprises and other grain consuming enterprises with purchasing qualification to reasonably determine the purchase price of high-quality grain varieties, develop purchase orders and promote agricultural industrialization EF5 4 Properly open the regional price difference No matter inside or outside the province, the regional price difference should be arranged reasonably according to the principle of "decreasing distance" According to the grain flow direction, the regional price difference should be properly opened between regions, between the railway and non railway lines The price difference level should be able to compensate the transportation cost and promote the orderly circulation of grain Fifthly, we should actively do a good job in linking grain purchase price regions We should attach great importance to the link up of grain purchase prices According to the relevant provisions of the current measures for link up of grain purchase prices between provinces, the relevant provinces (regions) should hold a link up meeting on the purchase prices of wheat in the north, rice in the South and autumn grain in the northeast The competent leaders of the provincial people's governments in the main production areas should attach importance to the convergence meeting, and work out the specific level, quality difference, regional difference and purchase scope of grain purchase price through consultation in accordance with the principles determined by the central government When formulating and publicizing local specific price policies, we should strictly follow the opinions on linking grain purchase prices determined through consultation 6 Actively explore the protective subsidy mechanism matching with the deepening of grain circulation system reform and rural tax reform This year, we will continue to pilot the reform of direct subsidies for grain farmers in places where conditions permit The scope and specific measures for the pilot will be determined by the people's governments at the provincial level In order to prevent the problem of "difficult to sell grain" in the direct subsidy areas, the main production areas should speed up the cultivation of market subjects, strengthen and standardize the construction of grain market system To implement the source of subsidy funds, relevant provinces (regions) should formulate detailed implementation plans, and properly handle the relationship between the protection of farmers' interests, financial tolerance and the role of state-owned grain purchase and sale enterprises as the main channel of purchase Ef57 Conscientiously provide information service on grain supply and demand and price In the face of the new situation of accelerating the marketization of grain purchase and sale, price and grain departments at all levels should further improve the supply and demand and price monitoring system, strive to broaden the monitoring channels, improve the authenticity and timeliness of monitoring data, conscientiously do a good job in monitoring information analysis and release, constantly improve the level of information services, help farmers and grain enterprises to correctly grasp the market situation and make reasonable arrangements Production and operation activities should be carried out to promote the balance between the total supply and demand of grain and the structure, and increase farmers' income from grain production EF5 eF5
