Sichuan recently issued the "Opinions on Further Strengthening the Safety Supervision and Management of Hazardous Chemicals", which clearly established a unified comprehensive management information platform covering the production, sales, transportation, storage and use of hazardous materials throughout the province, and proposed hazardous chemicals.
Specific control measures for each link of the product

In addition to the safety production supervision and management departments, public security organs, and quality supervision departments, the responsible departments stipulated in the "Opinions" also include education, agriculture, human resources and social security departments, and clarify corresponding responsibilities
.
The "Opinions" clearly stipulate that the safety supervision department should enter the planning committee of the people's government at all levels as a member, strengthen the safety management of the chemical park (concentration area), and conduct an overall safety risk assessment before the establishment of the chemical park (concentration area).
The completed park shall conduct an overall safety risk assessment every 5 years, verify the safety capacity, implement total control, and reduce regional risks

The "Opinions" proposes to establish a unified comprehensive management information platform covering the production, sales, transportation, storage and use of hazardous explosives in the whole province, incorporate all relevant data related to hazardous chemicals into the platform, and make full use of information technology to achieve this.

In addition, the "Opinions" clarify that in terms of the main responsibility of enterprises, enterprises should self-examine in eleven matters: including the implementation of major hazard source registration and filing, risk identification, prevention and control, and on-site monitoring measures

At the same time, the hazardous chemicals business unit shall conduct self-inspection on the implementation of the main responsibilities of production safety every quarter
