At present, the total number of emergency sub-stations in the city reached 164, covering 16 districts, a total of 907 ambulances, 810,000 vehicles a year, the average response time of 13.8 minutes. So far, Shanghai has built the country's largest pre-hospital medical first aid system.

Through the implementation of the "municipal government practical project" for three consecutive years, for the city-wide first aid blank spots, continue to strengthen the network. It is expected that by 2020, there will be 50 new first aid stations in Shanghai. The city is improving the training system of first aid personnel, perfecting the standardized training model of pre-hospital emergency physicians in clinical medical colleges and universities, and strengthening the continuing education of in-service personnel to provide a steady stream of strength for first aid.
The city will further improve the construction of the pre-hospital first aid system, and strive to achieve the "average service radius of the first aid site≤3.5 kilometers, the number of first aid vehicles per 30,000 people, the average response time of first aid ≤12 minutes" goal, so that Shanghai pre-hospital first aid to achieve "the largest national service volume, the shortest service radius, the fastest response time" to effectively ensure the safe operation of the city.
