Shaanxi establishes a resource management system for woody grain and oil and under-forest economic and industrial development

The Shaanxi Development and Reform Commission, the Shaanxi Provincial Forestry Bureau and other ten departments recently jointly formulated and issued the "Implementation Opinions on the Scientific Utilization of Forest Land Resources to Promote the High-quality Development of Woody Grain and Oil and Under-forest Economy" (hereinafter referred to as the "Implementation Opinions").

In order to scientifically and efficiently utilize the forest land resources in Shaanxi Province, realize the steady increase in the output and quality of woody grain and oil and under-forest economy, and enhance the ability to guarantee food security, it is proposed in the opinion that by 2025, resources for the development of woody grain, oil and under-forest economy and industry will be basically established.

It is clear in the implementation opinions that the key bases, main producing areas and industrial belts of woody grains and oils should be scientifically delineated in accordance with the natural resource endowment, existing foundation and development potential of Shaanxi Province, and the formation of industrial clusters and development characteristics should be guided

At the same time, the implementation opinions also clarified 11 key tasks for Shaanxi Province to scientifically utilize forest land resources and promote the high-quality development of woody grains and oils and the under-forest economy

First, we must improve the forest land resource management policy

Second, it is necessary to activate the land transfer policy such as forest land

Third, we must actively implement the supporting land use policy

Fourth, we must promote the quality and efficiency of the woody grain and oil industry

Fifth, we must consolidate and improve the high-quality development level of the under-forest economy

Sixth, promote the integrated development of primary, secondary and tertiary industries

Seventh, it is necessary to cultivate and expand market entities, and build a group of leading enterprises in woody grain and oil and under-forest economy with various types, resource conservation, integrated production and sales, and good benefits

Eighth, it is necessary to improve the support ability of good seeds, good arts and good opportunities

Ninth, we must strengthen the building of characteristic brands

Tenth, strengthen the connection between market information and production and sales

Eleventh, we must improve the level of industrial standardization
