The "Opinions" on Strict EIA Management and Optimization of Spatial Layout proposes that coastal ecological environment departments at all levels must strictly implement the "three lines and one single" (ecological protection red line, environmental quality bottom line, resource utilization line and ecological environment access list) ecological environment zoning management and control requirements , and conduct environmental impact assessment and review of marine aquaculture-related planning in accordance with laws and regulations

The "Opinions" on the implementation of the inspection and rectification of aquaculture sewage outlets proposes that the ecological environment departments of coastal provinces (autonomous regions and municipalities), together with agricultural and rural (fishery) and other departments, guide and urge coastal cities to include marine aquaculture sewage outlets in the inspection of sea sewage outlets, and find out The bottom number of marine aquaculture sewage outfalls

The coastal ecological environment, agricultural and rural (fishery) departments at all levels should take the supervision of marine aquaculture ecological environment as an important measure to solve the prominent problems around the masses and fight the tough battle of pollution prevention and control, increase guidance and coordination, and strengthen departmental collaboration and information.
