Since the Eighteenth National Congress of the Communist Party of China, China's science popularization cause has flourished, and the quality of citizen science has improved rapidly, but there are also problems such as insufficient understanding of the importance of science popularization work, imperfect institutional arrangements for the implementation of scientific popularization and scientific and technological innovation, insufficient supply of high-quality science products and services, and the circulation of pseudo-science popularization on the

In the face of the new requirements of the new era and in order to further strengthen the work of popularizing science, the following opinions
are hereby put forward.

(1) Guiding ideology
