As a finished or semi-finished product of dishes, pre-made dishes are an important link connecting the field to the table, an emerging format that conforms to the fast-paced life, and an important carrier
for realizing the kitchen revolution.
In order to seize the development of prepared vegetables and promote the accelerated development of the industry, this implementation opinion

(1) Development ideas

Relying on Yunnan cuisine culture and Yunnan's tourism advantages, we will make breakthroughs in traditional Yunnan cuisine, ethnic specialties and snacks, further improve the industrial chain, strengthen the supply chain, upgrade the consumption chain, and fully promote the development of
Yunnan's prepared vegetable industry.
Adhere to the improvement of standards, integration of resources, education and strengthening of the main body, construction of parks, enrichment of dishes, large-scale processing, and ensuring safety, break through the key problems of diversity of Yunnan cuisine that is difficult to standardize, rich to scale, and characteristic to popularize, through the upstream and downstream of the industrial chain, and strive to create a number of Yunnan prefabricated dish "explosive" products, so that "Yunnan on the tip of the tongue" can go to the whole country

high-quality prefabricated vegetable raw material bases based on beef cattle, pigs, poultry, fish, vegetables (including edible fungi), etc.
Vigorously promote the construction of automation facilities and the promotion and application of green production technology in the green raw material base of prepared vegetables, expand the implementation scope of green organic awards, improve the green production level of key agricultural industries in the province, and strive to build our province into a national top raw material supply base
for prepared vegetables.
Guide enterprises to carry out small package clean vegetable processing, meat fine division and packaging, and provide high-quality raw materials
for prepared dishes.

Smooth the docking channels between warehousing cold chain logistics enterprises and prefabricated vegetable processing enterprises, give full play to the role of backbone cold chain logistics parks and regional distribution centers in the province as traction and radiation, and build a prefabricated vegetable circulation system
with the main cold chain logistics bases and public agricultural product cold chain logistics infrastructure network as the main channels in the province.
Layout and build a number of intelligent cold storage areas and normal temperature storage areas that meet the standards of prepared dishes, ensure the supply of cold chain warehousing services, and create a cold chain logistics system
integrating low-temperature processing, storage and preservation, and cold chain distribution.
Cultivate a number of cross-regional leading enterprises in the cold chain logistics of prefabricated vegetable warehousing, and form a full-process closed-loop supply mode
of prefabricated vegetables from field to table.

to prefabricated dishes 。 Gather social forces such as catering enterprises and industry associations, organize and carry out training and vocational skill evaluation of skilled talents in occupations (jobs) related to the development of prepared vegetable production, e-commerce live broadcasting, marketing, logistics and distribution, cultivate and incubate leading talents in the prepared vegetable industry, and build a high-quality talent team
that supports the development of the prepared vegetable industry.

The prepared vegetable industry will be included in the important content of the three-year action for agricultural modernization in Yunnan Province, led by the Agricultural Office of the Provincial Party Committee, coordinate the resources and forces of all parties, form a joint force for overall promotion, give full play to the role of the industry working group and expert group, and strengthen the supervision, inspection and implementation
of the work.
Prefectures (cities) and relevant counties (cities, districts) should strengthen organizational leadership, establish work promotion mechanisms, earnestly perform their main responsibilities, refine work measures, and implement policies by category and precision

Ensure the land and forest
use of prefabricated vegetable industry in accordance with laws and regulations.
Encourage and guide all localities to explore and carry out insurance for the development of the prepared vegetable industry in accordance with local conditions

Encourage financial institutions to actively innovate financial products, promote the use of financial products such as "one mobile phone cloud enterprise loan", rural property rights pledge loans, and small credit loans for rural households, and support the development of
the prepared vegetable industry.
For business entities engaged in the field of prepared vegetable processing, the annual new loans in Yunnan Province will be discounted by the provincial finance department at 50% of the actual loan interest rate obtained in annual installments, and the discount interest shall not be higher than 5%.

Encourage industry associations to regularly release the "explosive" list of Yunnan's pre-made dishes, and cooperate with CCTV, CCTV, Douyin, Jingdong, Xiaohongshu and other platforms to continue to strengthen the publicity of the list and continue to enhance social attention and market influence
