Article 2 The national TCM emergency medical team mentioned in this guide refers to a professional TCM medical team that is jointly established, managed, and commanded by the national and provincial TCM authorities, and participates in the on-site health emergency treatment of major and other emergencies that require response.

Article 3 The national emergency medical team of traditional Chinese medicine in accordance with the principle of “combination of peacetime and wartime, specialized and concurrent, coordinated linkage, and rapid response”, combined with regional characteristics and the distribution characteristics of emergencies, strengthens the deployment of relevant professionals and capacity building in a targeted manner

Chapter 2 Team Formation

Article 5 The State Administration of Traditional Chinese Medicine is responsible for the planning and layout of the national emergency medical team for traditional Chinese medicine, and determines the list of hospitals that the national emergency medical team depends on

Article 6 The composition of the national TCM emergency medical team should be appropriate in size, with a reasonable age, specialty, and title structure.

Article 7 Each national TCM emergency medical team shall have 1 team leader and 2 deputy team leaders, which are composed of management personnel, physicians, nurses, medical assistants and logistics support personnel, etc.

Article 8 Selection conditions for team members:

(1) Love the cause of traditional Chinese medicine, perform duties faithfully, love post and work, obey orders, and have a good team spirit;

(2) In good health, the captain and deputy captain shall not exceed 60 years old in principle, and the age of other personnel shall not exceed 50 years old in principle;

(3) Proficient in relevant professional knowledge and skills, with more than 5 years of work experience, among which, the physician should have an intermediate professional title or above;

(4) Priority is given to members of the national TCM backbone talent pool for responding to major public health incidents and epidemic prevention, as well as those who have received TCM emergency training or participated in emergency TCM emergency treatment

Chapter III Responsibilities, Rights and Obligations

Article 10 Responsibilities of the State Administration of Traditional Chinese Medicine:

(1) Responsible for the overall planning and layout of the national TCM emergency medical team, and guide the construction and management of the national TCM emergency medical team;

(2) Establish a coordination and linkage mechanism with the National Health Commission to uniformly command and dispatch the national emergency medical team of traditional Chinese medicine to ensure that traditional Chinese medicine participates in the prevention and treatment of emerging infectious diseases and emergency medical emergency treatment at the first time;

(3) Organize and carry out special training on emergency treatment of Chinese medicine, and organize cross-regional joint drills in a timely manner according to the situation

Article 11 Responsibilities of provincial TCM departments:

(1) Form and dynamically adjust the national TCM emergency medical team of the province (region, city), and report to the State Administration of Traditional Chinese Medicine for the record;

(2) Organizing and guiding the training and drills of the national TCM emergency medical team of the province (region, city);

(3) In the event of a particularly major public health emergency, under the unified command and dispatch of the state, participate in the prevention and treatment of newly emerging infectious diseases and the emergency medical treatment of emergencies;

Article 12 The national TCM emergency medical team relies on the duties of the hospital:

(1) Formulate the specific management plan and management system of the national emergency medical team of traditional Chinese medicine, and be responsible for the daily management of the national emergency medical team of traditional Chinese medicine;

(2) Formulate emergency plans for TCM medical treatment for emergencies, establish and improve working mechanisms such as organizational operations, treatment procedures, and technical reserves;

(3) Responsible for the equipment, update, supplement, operation and maintenance and daily management of the national emergency medical team of traditional Chinese medicine, as well as the reserve and update of protective materials and medicines;

(4) According to regional characteristics and the distribution characteristics of emergencies, sort out and optimize common and frequently-occurring Chinese medicine treatment techniques and prescriptions, and form emergency-related common diseases and frequently-occurring Chinese medicine treatment plans;

(5) Organize and implement daily training and emergency drills for the national emergency medical team of traditional Chinese medicine

Article 13 Responsibilities of the unit where the team members belong:

(1) Support team members to participate in the national emergency medical treatment work of traditional Chinese medicine, and shall not shirk, delay or hinder the team members from participating in the emergency medical treatment work of traditional Chinese medicine for any reason;

(2) Guarantee the salaries, allowances, bonuses and other welfare benefits of the team members during the training, drills and execution of the emergency medical treatment tasks of Chinese medicine

Article 14 Responsibilities of the national TCM emergency medical team:

(1) In the event of an emergency, participate in the emergency medical treatment of Chinese medicine in accordance with the dispatch of the national and provincial Chinese medicine authorities;

(2) Strengthen the training and drills of the team members, so that they can master the common diseases related to emergencies, frequently-occurring Chinese medicine diagnosis and treatment techniques, modern medical technology and treatment procedures, etc.

(3) Strengthen guidance on the construction and management of emergency medical teams of traditional Chinese medicine at all levels in this province (region, city), and give play to the exemplary and leading role of national emergency medical teams of traditional Chinese medicine;

(4) Participate in research and formulate the construction, development plan and technical plan of national and provincial TCM emergency medical teams;

Article 15 Rights of team members:

Article 16 Obligations of team members:

(1) Be prepared for health emergency response and be dispatched at any time;

(2) Obey the unified leadership of the superior, obey work arrangements, observe work discipline, and keep state secrets;

(3) Timely report on special circumstances found in the execution of health emergency tasks;

(4) Participate in TCM emergency medical treatment related training and drills, participate in the professional training of other members of the national TCM response to major public health incidents and epidemic prevention and control backbone talent pool, provincial and lower TCM emergency medical teams, provide technical consultation and related work guide;

(5) Put forward opinions and suggestions on the emergency medical treatment of Chinese medicine

Article 17 The Chinese Academy of Chinese Medical Sciences shall build a national TCM emergency medical team information management platform, assist the State Administration of Traditional Chinese Medicine in the overall coordination and dynamic management of various national TCM emergency medical teams, organize large-scale joint drills and professional training, and provide assistance to the country.

Chapter 4 Materials and Equipment

Chapter VI Organization Management

Article 33 The national TCM emergency medical team shall be under the unified leadership, dispatch and command of the State Administration of Traditional Chinese Medicine
