Article 2 The national TCM emergency medical team mentioned in this guide refers to a professional TCM medical team that is jointly established, managed, and commanded by the national and provincial TCM authorities, and participates in the on-site health emergency treatment of major and other emergencies that require response.

Chapter 2 Team Formation

Article 8 Selection conditions for team members:
(1) Love the cause of traditional Chinese medicine, perform duties faithfully, love post and work, obey orders, and have a good team spirit;
(2) In good health, the captain and deputy captain shall not exceed 60 years old in principle, and the age of other personnel shall not exceed 50 years old in principle;
(3) Proficient in relevant professional knowledge and skills, with more than 5 years of work experience, among which, the physician should have an intermediate professional title or above;
(4) Priority is given to members of the national TCM backbone talent pool for responding to major public health incidents and epidemic prevention, as well as those who have received TCM emergency training or participated in emergency TCM emergency treatment

Chapter III Responsibilities, Rights and Obligations
Article 10 Responsibilities of the State Administration of Traditional Chinese Medicine:

Article 11 Responsibilities of provincial TCM departments:

Article 12 The national TCM emergency medical team relies on the duties of the hospital:
(1) Formulate the specific management plan and management system of the national emergency medical team of traditional Chinese medicine, and be responsible for the daily management of the national emergency medical team of traditional Chinese medicine;
(2) Formulate emergency plans for TCM medical treatment for emergencies, establish and improve working mechanisms such as organizational operations, treatment procedures, and technical reserves;
(3) Responsible for the equipment, update, supplement, operation and maintenance and daily management of the national emergency medical team of traditional Chinese medicine, as well as the reserve and update of protective materials and medicines;
(4) According to regional characteristics and the distribution characteristics of emergencies, sort out and optimize common and frequently-occurring Chinese medicine treatment techniques and prescriptions, and form emergency-related common diseases and frequently-occurring Chinese medicine treatment plans;
(5) Organize and implement daily training and emergency drills for the national emergency medical team of traditional Chinese medicine
Article 13 Responsibilities of the unit where the team members belong:
(1) Support team members to participate in the national emergency medical treatment work of traditional Chinese medicine, and shall not shirk, delay or hinder the team members from participating in the emergency medical treatment work of traditional Chinese medicine for any reason;

Article 14 Responsibilities of the national TCM emergency medical team:

Article 16 Obligations of team members:
(1) Be prepared for health emergency response and be dispatched at any time;
