    Chapter 1 General Provisions
     
    Article 1 In order to standardize the organization, implementation, supervision and management of provincial government salt reserves, and to ensure the safety of the province's salt supply in the event of emergencies, these Measures are formulated in accordance with the "Measures for Salt Franchise" and in light of the actual situation of our provinc.

    Chapter II Division of Responsibilities
     
    Article 4 The provincial government's salt reserve work shall be organized and implemented by the Provincial Department of Industry and Information Technology in conjunction with the Provincial Department of Finance under the leadership of the Provincial People's Governmen.

    Chapter III Organization and Implementation
     
    Article 6 The storage enterprise shall be determine.
    The subject of the provincial government salt reserve shall be determined fairly and impartially in accordance with the relevant provisions of the "Government Procurement Law of the People's Republic of China.

    Article 7 The scale of salt reserve.
    In accordance with the relevant provisions of the "Salt Franchise Measures" and the unified national deployment requirements, the reserve scale will be determined after the provincial government's approval based on the total amount of reserves not less than the province's average consumption of salt for one mont.
     
    Article 8 Types and methods of reserve sal.
    Determined according to the relevant national requirements and the actual needs of our province's reserves:
     
    (1) Physical reserve.

    (2) Capacity reserv.

      Article 11 Responsibilities of a storage enterprise:
