Chapter 1 General Provisions

Article 1 In order to standardize the organization, implementation, supervision and management of provincial government salt reserves, and to ensure the safety of the province's salt supply in the event of emergencies, these Measures are formulated in accordance with the "Measures for Salt Franchise" and in light of the actual situation of our provinc.

Article 2 The term “provincial government salt reserves” as mentioned in these Measures refers to the salt reserves that the provincial government ensures the market supply in special periods in response to the occurrence of emergencies or when other factors cause abnormal fluctuations in the salt marke.

Article 3 The provincial government salt reserve follows the principle of "government supervision, enterprise storage, dynamic reserve, self-financing of profits and losses, and financial subsidies.

Chapter II Division of Responsibilities

Article 4 The provincial government's salt reserve work shall be organized and implemented by the Provincial Department of Industry and Information Technology in conjunction with the Provincial Department of Finance under the leadership of the Provincial People's Governmen.

The Provincial Department of Industry and Information Technology shall coordinate the implementation, supervision and management of the provincial government salt reserve organization, formulate the scale and storage method of the provincial government salt reserve, and select the storage enterpris.

In conjunction with the Provincial Department of Finance, the cost of salt reserves such as the market price of salt and the level of packaging and transportation-related expenses will be comprehensively considered, and the standard of capital subsidy will be determined, and the Provincial Department of Finance will be responsible for capital guarante.

Article 5 The storage undertaking enterprise shall be responsible for the implementation of the reserve task, strengthen the reserve management, ensure the real quantity, qualified quality and safe storage of the reserve salt, and ensure that the storage can be imported, managed, adjusted and use.

Chapter III Organization and Implementation

Article 6 The storage enterprise shall be determine.
The subject of the provincial government salt reserve shall be determined fairly and impartially in accordance with the relevant provisions of the "Government Procurement Law of the People's Republic of China.
The following conditions should be met:

(1) It has the qualification of an independent legal person and has the certificate of designated salt enterprise issued by our province;

(3) It has salt storage facilities with complete facilities and in good condition;

(4) It has its own funds or bank loan qualifications that meet the needs of depository undertakings;

(5) The management is standardized, the credit is good, there is no illegal business record, and no major salt safety and quality accidents have occurred;

(6) The transportation is convenient, and the transportation can be quickly dispatched in the event of natural disasters and other emergencies, so as to ensure the market supply of the whole provinc.

Article 7 The scale of salt reserve.
In accordance with the relevant provisions of the "Salt Franchise Measures" and the unified national deployment requirements, the reserve scale will be determined after the provincial government's approval based on the total amount of reserves not less than the province's average consumption of salt for one mont.

Article 8 Types and methods of reserve sal.
Determined according to the relevant national requirements and the actual needs of our province's reserves:

(1) Physical reserve.
It is a small package of table salt with a specification of 500 grams and below 500 grams of iodized table sal.

(2) Capacity reserv.
It has the production capacity and physical inventory of raw salt to meet the scale of provincial government salt reserve.

(3) Physical + capacity reserv.
The combination of physical reserves and production capacity reserves shall be adopted, and the total reserves of small-package salt and raw salt shall not be less than the reserves determined by the provincial governmen.

Article 9 Reserve salt qualit.
The quality of the reserved salt shall comply with the relevant standards such as "National Food Safety Standard for Edible Salt" GB2721 or "Edible Salt" GB/T5461 (subject to the latest promulgated salt quality standard.
The concentration of iodized table salt in small packages must meet the iodine concentration standard of table salt in our province, and the raw salt shall be purchased from designated salt production enterprises according to relevant requirement.

Article 10 According to the results of government procurement, the Provincial Department of Industry and Information Technology shall sign a storage contract with the storage enterprise, clarifying the rights, obligations and liabilities of both parties, and other matter.
