On October 28, the Ministry of Commerce issued the "Guiding Opinions on Promoting the High-Quality Development of the Pharmaceutical Circulation Industry during the "14th Five-Year Plan" Period" (hereinafter referred to as the "Opinions")

According to the target plan of the "Opinions", by 2025, the pharmaceutical distribution industry will meet the needs of people's health in the new stage of development in China, and the modern pharmaceutical distribution system featuring innovation, technology empowerment, coverage of urban and rural areas, balanced layout, coordinated development, and safety and convenience will be more complete.

At the same time, cultivate 1-3 large-scale digital and comprehensive drug distribution companies with a value of more than 500 billion yuan, 5-10 with a value of more than 100 billion yuan, and 5-10 specialized and diversified drug retail chains with a value of more than 50 billion yuan.

By 2025, the annual sales of the top 100 pharmaceutical wholesale companies will account for more than 98% of the total pharmaceutical wholesale market; the annual sales of the top 100 pharmaceutical retail companies will account for more than 65% of the total pharmaceutical retail market; and the drug retail chain rate will be close to 70%

At the same time, the "Opinions" also talked about the need to improve the function of urban and rural drug distribution and focus on improving the level of drug distribution

In terms of improving the circulation function of urban and rural medicines, the "Opinions" require three points:

First, optimize the industry layout

Second, speed up the construction of rural drug distribution networks

Third, improve the city's drug circulation service capabilities

In terms of improving the energy level of drug circulation, two things must be done:

The second is to develop a modern green smart supply chain

Three development directions, retail pharmacies are well received

In addition, the "Opinions" also provides three directions for the development of retail pharmacies:

First, steadily develop digital drug circulation

Promote the "Internet + drug circulation": accelerate the application of 5G networks, big data and other technologies, optimize the traditional mode of drug circulation, and achieve iterative upgrades of elements, structures, processes, and services

Develop new business formats and new models: support the integrated development of pharmaceutical distribution companies and e-commerce platforms, develop smart supply chains, smart logistics, smart pharmacies, and other new forms, promote new retail models such as "online order-in stores" and "online-order stores delivery", and guide Online and offline standardized development

Second, continue to optimize the structure of the circulation industry

Cultivate and strengthen the circulation main body: support the cross-regional and cross-ownership merger and reorganization of drug circulation enterprises, and cultivate large-scale modern drug circulation backbone enterprises
