In recent years, the Ministry of Agriculture and Rural Affairs and local agricultural and rural departments have attached great importance to the improvement of the quality and safety supervision capabilities of agricultural products at the grass-roots level, and especially encouraged small farmers to actively participate in the trial implementation of the certification system for edible agricultural products

At the same time, the grid management of agricultural product quality and safety shall be implemented, and it shall be included in the important content of food safety evaluation and assessment

The Ministry of Agriculture and Rural Affairs stated that it will further strengthen the management services of the grass-roots edible agricultural product compliance certificate system, carry out the promotion of the edible agricultural product compliance certificate system, strengthen the construction of the grass-roots service system, and require the agricultural and rural departments to actively mobilize resources and give full play to county-level testing agencies, Township supervision public service institutions, village-level agricultural service stations and other institutions play a role, and encourage places where conditions permit to set up service stations such as rapid testing of agricultural products and issuance of certificates of conformity to provide product testing and other services for surrounding family farms and farmers

In 2016, the former State Food and Drug Administration promulgated the "Measures for the Supervision and Administration of the Quality and Safety of the Market Sales of Edible Agricultural Products", which for the first time proposed the basic access conditions for the market sales of edible agricultural products, requiring the sellers of edible agricultural products to fulfill the responsibilities of incoming inspection, and the market operators to fulfill the relevant requirements.

In this regard, the Ministry of Agriculture and Rural Affairs stated that it will further promote the pilot work of the conformity certificate system for edible agricultural products, expand the pilot program of asking for the conformity certificate in the entry process of the agricultural product wholesale market, continuously improve and optimize the conformity certificate system, and do a good job with the market access system for agricultural products.

In addition, the Ministry of Agriculture and Rural Affairs also proposed to strengthen the training and guidance of grass-roots supervisors and production entities, strengthen social publicity to consumers, build a complete closed loop of certificate issuance, request, inspection, and verification, and comprehensively promote the implementation of the system

It is understood that in 2020, the Ministry of Agriculture and Rural Affairs organized the online and offline training on the conformity certificate system for edible agricultural products, with more than 300,000 training sessions; a total of 11,000 training sessions were held nationwide, training supervision, law enforcement, testing, and technical extension personnel14 10,000 person-times, and 500,000 person-times for production and operation entities
