Since February 2020, the State Administration for Market Regulation issued the "Guiding Opinions on Strengthening the Supervision of Small Food Production and Processing Workshops" (hereinafter referred to as the "Opinions"), and local governments have continuously introduced policies and measures to promote the transformation and upgrading of small food workshops
As of the end of October 2021, the number of certified food production enterprises and small workshops in Anhui Province has exceeded 10,000; a total of nearly 2,000 illegal enterprises and small workshops of various types have been investigated and rectified, 202 demonstration enterprises have been cultivated, and 639 demonstration small workshops have been completed.
Policies related to small workshops in many places have been upgraded
In recent years, many provinces and cities across the country have successively introduced relevant policies and measures, carried out rectification and improvement actions for small food workshops, and continued to promote the high-quality development of small food workshops
The "Zhejiang Provincial Food Workshop High-quality Development and Improvement Action Plan" issued by the Zhejiang Provincial Market Supervision Bureau proposed that the production of small food workshops should be continuously transformed and upgraded, and the construction will integrate "standardization, park-like, cultural tourism, digitization, and sunshine".
The Xi'an Market Supervision Bureau of Shaanxi Province issued the "Notice on Continuing to Promote the Improvement of Small Food Workshops"
The Guangdong Provincial Market Supervision Bureau issued the "Guangdong Provincial Regulations on the Administration of Food Production and Processing Small Workshops and Food Vendors (Draft for Comments)" and is soliciting external opinions

The "Opinions" also mentioned that it is necessary to promote the construction of small workshop production and processing parks or agglomeration areas, urge the implementation of the responsibilities of park managers, encourage the establishment of unified whole-chain supporting services such as raw material procurement, food inspection, warehousing and logistics, and e-commerce, and promote intensive production and processing.
In terms of industrialization, Zhejiang proposes to give full play to the characteristics of the regional food industry in accordance with the concepts of industrial norms, environmental friendliness and sustainable development, actively promote the construction of small food workshops gathering parks in various modes, and strive to achieve small food workshops in the province by the end of 2024.
In terms of supervision, as a demonstration area for high-quality development and construction of common prosperity, digital supervision in Zhejiang Province has always been at the forefront, and Zhejiang is clear and continues to deepen the "digital" supervision of small food workshops
It is worth noting that Zhejiang Province proposed to fully implement the standardized construction of small food workshops, and continued to promote the implementation of "sorting (SEIRI), rectifying (SEITON), cleaning (SEISO), cleaning (SEIKETSU), literacy (SHITSUKE)" as the main content.
